- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. W0WFAA8800111 Explosive Safety Site Planning Technical Expert This is a combined synopsis/solicitation for service. This position requires the incumbent to possess technical and safety expertise as well as range operations to include knowledge in explosive ordnance safety handling, utilization and disposal. The position requires in depth knowledge of unexploded ordnance, test area activity using propellants, missiles weapon systems, and live ammunition. The incumbent will support all tenant organizations located on Redstone Arsenal to include U.S. Army soldiers and DA civilian personnel, civilian law enforcement entities e.g., the FBI, ATF and Hazardous Devices School as well as NASA, MDA and RTC (Redstone Test Center). This is a total small business set-aside. The associated NAICS code is 541330 and the small business size standard is $27Million. This solicitation is issued as a Request for Quote (RFQ). Any offers received will be considered. TECHNICAL REQUIREMENTS: The Contractor shall provide the necessary management and administrative resources required to support all technical requirements identified below: "Provide senior leadership guidance on explosive operations and storage, risk analyses, explosive training programs, and quantity-distance requirements; "Plan and develop procedures, techniques, and standards for the investigation of sites suspected or know to be contaminated with explosive ordnance items; "Provide technical guidance relating to the safety of personnel when performing field investigation of known or suspected items and possible chemical warfare material (CWM); "Generate internal explosive site plans for US Army Garrison explosive operations; "Conduct explosive site plan reviews for Redstone Arsenal agencies having explosive missions; "Oversee a variety of explosive safety site (ESS) program elements, including transportation, licensing of explosive storage facilities, required lightning protection system (LPS) and electrical system testing, waivers, exemptions, blast pressures, fragmentation, program evaluations, record-keeping of testing, surveys, inspections, fire protection, accident prevention/investigation and reporting, building design approvals, demilitarization of munitions, and unexploded ordnance (UXO) recovery and safe disposal/destruction; "Interact with Major Commands (MACOM) at Redstone Arsenal, the US Army Technical Center for Explosive Safety (USATCES), and the Department of Defenses Explosive Safety Board (DDESB) to process explosive site plans and related explosive safety issues for final approval or resolution; "Coordinates and maintains a professional working relationship with Army and non-Army agencies and Government contractors, also known as Team Redstone, and keeps Team Redstone personnel (both explosive and non-explosive) informed of their responsibilities concerning explosives and hazardous materials within their work areas; "Assist in investigations of accidents, including performing root cause analysis with recommended corrective action to prevent recurrence; "Perform periodic inspections, audits, surveillance, and surveys for Team Redstone agencies to assess their compliance with safety regulations, rules, and standards; "Create safety plans to ensure deficiency abatement or compliance; and "Maintain the ESS software and database. PERSONNEL REQUIREMENTS: The Contractor shall provide contractor personnel with extensive knowledge of explosive, general safety, and occupational health principles, practices/procedures, laws, and regulatory guidance. Serving as the technical authority in explosive safety, he/she shall assist in the investigative and decision-making processes of various explosive safety issues. Contractor personnel shall possess experience in the preparation and submittal of explosive site plans. In addition, contractor personnel shall apply job hazard and risk analysis techniques to operations, life safety, and explosive transportation. He/she shall be capable of applying both educational elements and innovative devising innovative procedures to foster awareness in explosive and general safety/health matters and minimize associated risks. Contractor personnel shall possess a college degree, with adept knowledge in the occupational safety and explosive safety fields. The contractor shall be familiar with the following manuals/regulations: "Department of Defense Manual (DODM) 6055.9 DOD Ammunition and Explosives Safety Standards; "Department of the Army (DA) Pamphlet 385-64 Ammunition and Explosives Standards; "Army Regulation (AR) 385-10 The Army Safety Program; and "Department of Defense Instruction (DODI) 4145.26 DOD Contractors Safety Requirements for Ammunition and Explosives. In addition, contractor personnel shall possess the means to stay abreast of the latest developments in explosive safety and general safety and occupational health regulations. SECURITY REQUIREMENTS: The Contractor shall provide contractor personnel who possess an active security clearance at the Secret level. The following provisions apply to this acquisition: 52.212-1, Instructions to Offerors -- Commercial 52.212-4, Contract Terms and Conditions -- Commercial Items 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, The offeror must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. 252.232-7003 Electronic Submission of Payment Requests and Receiving Reports. 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items. The Government will award a contract resulting from this solicitation to the responsible offer or whose offer conforming to the solicitation will be most advantageous to the government, price and the factors contained in the solicitation ALL quotes and ALL related questions must be submitted to the following email address: scott.a.reed@us.army.mil As part of your proposal please provide a statement indicating that you are able to meet ALL of the requirements mentioned in the RFP. Your hotel must have a block of sleeping rooms available for the dates indicated to accommodate the stated number of personnel.
