Description
The United States Government seeks to identify sources and receive information on office and related space within a delineated area defined below for Montgomery County, MD. The Government is seeking sources of office and related space for a lease of up to 491,000 rentable square feet of space, which shall yield a minimum of 411,908 ANSI/BOMA Office Area ("ABOA") square feet of office and related space in up to two adjacent buildings, together with 7 inside parking spaces, for the purpose of consolidating a tenant agency in a campus environment. To be considered "adjacent", two buildings must have ABAAS compliant entrances that are no more than 660 walkable linear feet ("wlf") apart (i.e., 1/8 mile), measured along handicap accessible, paved, pedestrian pathways and must not be separated by any public roadways or intervening office buildings except for internal circulation driveways and minor site access roads. Buildings that are not commonly owned, must be submitted jointly. To be considered a "single building", a facility may include up to two towers, provided they are connected at or above ground level with an enclosed, conditioned pedestrian passageway, there are no intervening roadways or driveways, and both towers are commonly owned and managed. If the proposed building is more than 2,640 wlf from an operable Metrorail station, measured along handicap-accessible, paved pedestrian pathways from a main entrance of the offered building to the handicap-accessible entrance to the Metrorail station, the Lessor shall furnish, at Lessor's expense, handicap-accessible shuttle transportation between the proposed building and the most readily accessible Metrorail station. LOCATION: All properties submitted to the Government must be located within the following Delineated Area bounded by: North Muddy Branch Road to I-270 to I-370 South Western Avenue following the border of Southern Maryland up to Clara Barton Parkway East Crabbs Branch Way to E. Gude Drive to Norbeck Road to Viers Mill Road to Connecticut Avenue West Seven Locks Road to Wooten Parkway to Darnestown Road to Great Seneca Highway to Muddy Branch Road LEASE TERM: Fifteen (15) years. EXPRESSIONS OF INTEREST MUST BE RECEIVED IN WRITING NO LATER THAN OCTOBER 1, 2010 AND SHOULD INCLUDE THE FOLLOWING INFORMATION: 1) Building name & address; 2) Contact information and E-mail address of Lessor's Representative; 3) ABOA and rentable square feet available (identifying the specific floors and square footage on each, with Common Area Factor); 4) Asking rental rate range per ABOA and rentable square foot (based on GSA Warm Lit Shell and Tenant Improvement Allowance of $42.08 per ABOA); 5) Date building will be ready for commencement of tenant improvements; 6) Evidence that the offered space can be delivered as substantially complete by the required occupancy date (including evidence of zoning, development density, site and project planning approval status, and site infrastructure); and 7) Evidence that the offered space will meet the other specific requirements identified herein. AUTHORIZED CONTACTS: In no event shall the Offeror enter into negotiations or discussions concerning this space requirement with any Federal Agency other than the officers and employees of General Services Administration (GSA) or their authorized representative, Studley, Inc. OCCUPANCY: Occupancy is required to be complete no earlier than October 1, 2012 and no later than September 30, 2014.
