- The US Army Corps of Engineers is performing market research to identify architectural engineering (A-E) firms capable of functioning as prime designer for an anticipated requirement to design the Medical Countermeasures Test and Evaluation Facility at Ft. Detrick US Army Garrison in Frederick, Maryland; a project with an estimated value over $500,000,000. The project will consist of an approximately 460,000 square-foot, multi-story new facility to house biological safety level (BSL) - 2, 3, 3E and 4 animal research, holding, testing and evaluation areas; laboratories and vivarium. Support facilities include an approximately 2,000 square-foot entry control point facility, utilities (water, sewer, gas, HVAC, steam), logistics, cage and glass wash, mechanical and bio-waste interstitial zones, effluent steam sterilization, electrical services, paving, walks, curbs, gutters, parking, fencing, storm drainage, communication and information systems, fire protection and alarm systems, and site improvements that include landscaping, exterior lighting and new access drives. Specialized experience and technical competence of the firm and consultants in: (1) Design of new bio-medical research, laboratory, vivarium and support facilities to include BSL - 2, 3 and 4 laboratories and vivarium facilities is required. These specific qualifications are essential to achieve the objectives of a fully integrated, high quality, state-of-the-art, sustainable research laboratory. As such, the design must be completed within the specified project timelines by a single design entity that will provide engineering continuity for the life of the project (through commissioning and certification of the facility). The Government intends to procure the necessary architectural engineering services through a Firm Fixed Price contract, anticipated for award in Fiscal Year 2011. Potential Small Business Contractors (including HUBZone SB / 8(a) SB / SDVOSB), capable of functioning as Prime Designer and possessing the qualifications necessary to satisfy the design requirements of the project cited above, are invited to submit a capability statement. Potential Firms MUST be able to perform as Prime Designer. Do not submit extraneous materials such as cover letters, company brochures, marketing material, or a SF-330. This Sources Sought is published under both NAICS 541330 - Engineering Services and NAICS 541310 - Architectural Services. Only submit one capability statement. Do not submit twice.
