- Memo September 17, 2010 RE: C130J-MATS Follow On Sole Source Contract FA8621-11-C-6288 Subj: Notice of Contracting Action FA8621-11-C-6288 - C130J-MATS Additional Devices Pre-solicitation Notice Classification Code - 69 - Training Aids and Devices NAICS Code - 336413 - Other aircraft parts and auxiliary equipment manufacturing Contracting Office: ASC/WNSK 2300 D Street Wright Patterson AFB, OH Description: C130J Maintenance and Aircrew Training Systems (MATS) Additional Devices: FA8621-11-C-6288. This is a pre-solicitation synopsis. The Aeronautical System Center (ASC), Agile Combat Support Systems Directorate, Simulator Division (ASC/WNS) intends to award a contract on a sole source basis to Lockheed Martin Simulation, Training and Support (LMSTS) to provide additional C130J MATS devices. The intent of this notice is not to request competitive proposals. The proposed contract will include, 16 Weapon System Trainers, 5 Fuselage Trainer (FuT), 4 Integrated Cockpit Maintenance Trainer (ICMT), 11 Load Master Part Task Trainer, 4 Cockpit Procedures Trainer (CPT), 2 Engine Propeller Trainer, and 2 Flight Control Trainers for AMC, ACC, AFSOC, USMC and future FMS sales. In addition to the training devices, the contract will include training system block upgrades and associated change management for all existing and new devices to maintain concurrency with the aircraft baseline. The government intends to award pursuant to the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1 since LM STS is the only contractor that possesses the necessary knowledge, experience and technical data required to support the system.. Interested offerors must submit within 15 calendar days from the publication date of this notice, their capability package describing the company's technical expertise and experience, personnel and facilities, and motivation for participating in this program. An Ombudsman has been appointed to hear concerns during the proposal development phase of this acquisition. The purpose of the ombudsman is not to diminish the authority of the Program Manager or Contracting Officer, but to communicate the contractor's concerns, issues, disagreements, and recommendations to the appropriate government personnel.
