Description
The U.S. Department of Labor is searching for a contractor that offers training providers who have the qualifications and experience to operate a basic Cement Masonry training program. The program has 20 training slots for students and is located at the new Milwaukee Job Corps Center at 6665 North 60 th Street, Milwaukee, Wisconsin, 53223. The potential training provider would be expected to deliver the following major contracted services: 1. Operate the basic Cement Masonry training program at the Milwaukee center, in accordance with policy and requirements stipulated by the National Office of Job Corps, U.S. Department of Labor. The training program will cover the following key technical-training areas: Safety Concrete ingredients Hand tools and specialty tools Forming tools Measuring and applied math Soil conditions, sub-grade preparation, and concrete enforcement Edge forms on-grade On-grade steps, curbs, and gutter forms Placing and leveling concrete Finishing flatwork Decorative and specialty concrete Jointing Curing and protection Surface defects and treatments Alternative construction methods Green awareness 2. Conduct daily career-technical training at the Milwaukee center using Training Achievement Records (TARs) and supporting curricular materials developed by the chosen training provider and approved by the National Office of Job Corps. 3. Place graduates into registered apprenticeship programs or entry-level jobs with growth potential with major employers in the construction industry. 4. Provide active and graduating students with career-transition services that lead to quality job placements. The career-transition services include, but are not limited to, assisting students in the areas of job interviewing, housing, childcare, and transportation to work sites. Entities interested in this contract must have the following minimum qualifications: 1. The chosen entity should know the policies, requirements, structure, and operating procedures of the Job Corps program. 2. The chosen entity would preferably be affiliated with or have strong ties to a national union or industry organization with a national network of major employers and businesses in the cement-masonry and construction industries. Such a national network will promote Work-Based Learning and job-placement opportunities for active and graduating students. 3. The chosen entity must be able to develop and update TARs and their related instructional materials in the aforementioned technical areas and to receive approval from the National Office of Job Corps. The TARs and supporting materials must be aligned with the latest apprenticeship-training or industry-skills standards in the various technical areas. The alignment must be verified by accreditation agencies or by major employers in writing. The TARs and supporting materials must also incorporate the latest and relevant green technology endorsed by national environmental-standards organizations or by employers in the construction industry. 4. The chosen entity should be able to hire and retain experienced instructors who have the following credentials: Journeyman-level tradesperson with a minimum of five (5) years at the journeyman level covering all aspects of the designated Cement Masonry trade; and An industry-recognized teaching accreditation and other identified industry credentials, before or after employment. 5. The chosen entity must have the capacity to provide additional career-transition services to graduates and graduating students and to coordinate with the placement efforts of Job Corps career-transition personnel. The career-transition services may include assistance such as job interviews, temporary housing, childcare, vehicle purchase, and transportation to work sites. Responses will be evaluated using the following criteria: 1. Socio-economic impact of the interested entity's past history of career-technical training; 2. Level of familiarity with the Job Corps program; 3. Scope of connections with registered apprenticeship programs or industry employers in the cement-masonry field at the national, regional, and local levels; 4. Existing training curricula that align with the latest apprenticeship training or industry-skills standards, including the incorporation of green technologies; the ability to develop or upgrade training curricula to reach the required alignment with industry standards; and 5. Quality of instructional staff.
