Description
Location: USDA - Rural Development Business & Cooperative Programs Title: recovery- Financial management Services Description(s): THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. Rural Development (RD) is issuing this competitive Request for Quotation (RFQ) to solicit GSA 70 contract holders for the purpose of entering into a Task Order under the successful firm's Schedule contract. Rural Business Cooperative Programs, requires contract database development services to develop a small localized database to automate its audit tracking and reporting processes, currently being tracked with spreadsheets and tables. The awarded contract will be funded in whole under the American Recovery and Reinvestment Act. The awardee shall comply with the reporting requirements mandated by FAR Subpart 4.15 and FAR clause 52.204-11, American Recovery and reinvestment Act- Reporting Requirements. By reference, FAR Clause 52.204-11, American Recovery and reinvestment Act-reporting requirements, is incorporated in its entirety into this RFQ. Rural Development's Business & Cooperative Programs, Oversight & Resource Coordination Staff (OCS) is seeking a vendor to automate its audit and reporting processes. Presently these processes are facilitated using basic Commercial off the shelf (COTS) software (excel spreadsheets, sharepoint and word documents). This audit related data is presently static and non-relational. OCS's vision for the functionality of an automated Audit Tracking Database (ATD), includes but is not limited to: web accessibility (intranet/sharepoint), relational data, data analysis and reporting capabilities that are customizable and flexible enough to fully facilitate American Recovery and Reinvestment Act (ARRA) Audits, Office of the Inspector General (OIG) Audits, Office of Management and Budget (OIG) Audits, Management Control Reviews (MCR), internal and external agency audit data request. The estimated number of users will be less than 10 at any given time and should easily interface and be compatible with MS Office applications, Outlook and SharePoint. More specifically the vendor should be experienced and have available staff to manage and perform the task and or project phases listed below and others necessary to provide a fully functional system processing the capabilities and functionality stated above. All meetings and activities requiring participation of USDA employees will be performed at Government facilities (South Building, 1400 Independence Ave. S.W., Washington, DC 20250).
