- The U.S. Army Space and Missile Defense Command/Army Forces Strategic Command (USASMDC/ARSTRAT) is planning to provide a four (4) month bridge to a current contract W9113M-09-C-0236 with Northrop Grumman Mission Systems, 2340 Dulles Corner Boulevard, Herndon, VA 20171-3415 for Integrated Base Defense System of Systems (IBDSoS) Sustainment Support under the authority of Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. This effort will be accomplished per FAR 52.217-8, Option to Extend Services. No other known source can provide the requirement by the 30 September 2010 schedule. The period of performance in this bridge will be extended from 30 September 2010 through 30 January 2011. This four month effort continues the IBDSoS contract W9113M-09-C-0236 to provide sustainment services to support IBDSoS on a CONUS and OCONUS basis in Operation New Dawn (OND) to include System of Systems Engineering, Test and Demonstration Support, Forward Operating Base (FOB) Design, Installation, and Integration, Regional Support Center Operation, System of Systems Logistics, Program Management and Functional Support, Combat Training Center (CTC) Support, Information Assurance, and Configuration Management. The Government requires support to install/set-up, maintain, upgrade, sustain, and train in order to support the ten IBDSoS deployed. This support directly affects sustainment of the already-fielded IBDSoS by providing mission-critical support services including logistical and sustainment services at the field and depot level. The Integrated Base Defense System of Systems (IBDSoS) addresses ONS MNC-I-05-107 and provides the following critical capabilities: Provides situational awareness and Command and Control (C2) functions to support integrated base defense in both a deployed and fixed environment Field-proven solution providing protection for fixed and deployed sites Provides a Common Operation Picture (COP) for complex sensor and assessment systems Synchronized data dissemination across a wide variety of clients Integrated video management Slew-to-cue camera control providing immediate visual assessment Full integration of ground-based radars and long-range assessment devices to expand the force protection perimeter These functions counter threats including indirect fire (IDF), Improvised Explosive Devices (IEDs), Vehicle-Borne Improvised Explosive Devices (VBIEDs), and perimeter attack in Operation New Dawn (OND). This proposed contract action directly affects sustainment of the already-fielded IBDSoS by providing mission-critical support services including logistical and sustainment services at the field and depot level. The Government requires support of the IBDSoS to include the following tasks: System of Systems Engineering (Both CONUS and OCONUS) Test and Demonstration Support (CONUS only) Forward Operating Base (FOB) Design, Installation, and Integration (Both CONUS and OCONUS) Regional Support Centers (RSC) for field and depot level sustainment (OCONUS) System of Systems Logistics Support (CONUS only) Program Management and functional support (CONUS only) CTC Support (CONUS and OCONUS) The Government is maintaining a shared presence at the Combat Training Centers (CTCs), to include the National Training Center (NTC) Fort Irwin, CA Joint Readiness Training Center (JRTC), Ft. Polk, LA Joint Multi-National Readiness Center (JMRC), Hohenfels, Germany Proposed solution should include adequate staffing to provide the government with support of the IBDSoS in the following areas: Management and Management Support Shared Services Engineering Logistics Operations OND Operations CTC Foreign participation will not be allowed at the prime contractor or subcontract level. A Secret clearance will be required.
