Description
FACILITY OPERATION, INDIANA HARBOR AND CANAL DISPOSAL FACILITY, EAST CHICAGO, INDIANA By way of this Market Survey/Sources Sought Notice, the USACE-Chicago District intends to determine the extent of capable Firms that are engaged in providing the services described hereunder. The responses to this Notice will be used for planning purposes for an upcoming procurement. Therefore, this Notice does not constitute a Request for Proposal (RFP); it does not guarantee the future issue of a RFP; nor does it commit the government to contract for any supply or service whatsoever. Further, this Agency will not accept unsolicited proposals. Respondents are advised that this Agency will not pay for any information or administrative cost incurred in response to this Notice; all costs associated with responding to this Notice will be solely at the responding party's expense. At this time, proprietary information is not being requested, and respondents shall refrain from providing proprietary information in response to this Notice. Responses to this Notice will not be returned. Please be advised that all submissions become Government property and will not be returned. Not responding to this Notice does not preclude participation in any future RFP, if any is issued. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the U.S Government to form a binding contract. It is the responsibility of the interested parties to monitor this site for additional information pertaining to this Notice. GOVERNMENT REQUIREMENTS: The work includes operation and maintenance of a confined disposal facility (CDF) and also the related dredging activities for sediment removal from the Indiana Harbor and Canal. The CDF includes some elements not typically encountered on USACE navigational maintenance CDFs, such as the need for air monitoring, the operation and maintenance of a groundwater gradient system for containing groundwater, treatment of water from the CDF using a package plant provided by the contractor, and extensive regulatory documentation and reporting. The dredging portion of the project would include mechanical dredging plus hydraulic off-loading and placement in the CDF. Unlike most navigational dredging projects, the Indiana Harbor project will also include water quality monitoring, the use of oil booms and possibly other engineered controls for preventing water quality impacts, and carefully controlled placement and management of the sediment in the CDF to avoid large piles of material. The CDF will be operated as a ponded facility, and water management will also be a key component to successful operation of the facility. The work is to include the following general items: General site maintenance, including security, grounds maintenance, building maintenance. Water management, treatment, and discharge. Groundwater gradient system operation and maintenance, including well and pump maintenance. Air monitoring, including ambient monitoring per the National Ambient Air Monitoring Program procedures and real time volatile and particulate monitoring. Regulatory record-keeping and reporting, maintaining electronic and paper records, website or other electronic data dissemination. Mechanical dredging a large annual volume of contaminated sediment using an environmental bucket, and mechanical debris removal and management. In-stream water quality controls and monitoring during dredging. Hydraulic off-loading and placement of sediment in the CDF, including re-circulating water for slurrying the sediment and managing the sediment placement for even sediment distribution. Should this Agency issue a formal solicitation for these requirements, prospective offerors will be required to submit enough technical information to allow an in-depth technical analysis of their proposed systems. SCOPE OF CAPABILITIES: The USACE-Chicago District is searching for contractors that are capable of meeting all of the above requirements. REQUESTED INFORMATION: Since this notice is being used to assess the extent of Firms capable of fulfilling the government's requirements, this Agency requests that interested contractors complete the following questions to assist the government in its efforts. 1. Is your company currently registered with the Central Contractor's Registration (CCR) Database? If not, has it been registered or does it plan to register? 2. In consideration of NAICS code 561210, with a small business size standard in dollars of $35.5 Million, which of the following small business categories is your business classified under, if any? Small Business, Veteran Owned Small Business, Service Disabled Veteran Owned Small Business, Small Disadvantaged Business, Woman-Owned Small Business, HUBZone Small Business, or 8(a) Business. 3. Is your company currently prohibited from doing business with the Federal Government? Yes / No (If yes, explain.) 4. P rovide detailed information relating to the below questions, citing only projects performed on the Great Lakes or water bodies with comparable conditions. Experience in primary and general site maintenance, including security, grounds maintenance, building maintenance, record-keeping. The USACE must determine whether or not there are sufficient sources that have been primarily responsible for the operation and maintenance of at least one facility with adjacent grounds, with activities including regular site and building maintenance, security, and record-keeping/regulatory agency reporting for permit compliance. Thus, in the contractor's response to this question, it shall provide the relevant information. Experience in water management, treatment, and discharge. Does the contractor have experience in water management and treatment for at least three projects preferably including a CDF or similar facility for sediment dewatering or management? The contractor shall supply a detailed description of each of three projects where it has provided water management and/or water treatment, to include a list of treatment processes used, regulatory agencies involved, capacity of the facility, and duration of the project. Experience in groundwater gradient system operation and maintenance, including well and pump maintenance. Does the contractor have experience in the operation and maintenance of at least one groundwater collection or pumping system? The contractor shall supply a detailed description of the system(s) as well as the groundwater pumping rate(s). Experience in air monitoring, including ambient monitoring per the National Ambient Air Monitoring Program procedures and real time volatile and particulate monitoring. Does the contractor have experience with at least one project that required either real time or ambient air monitoring, including sampling, analysis, and data reporting activities? In the contractor's response, it shall include the type of air monitoring conducted, the parameters measured, and the specific type of equipment used. Experience with mechanical dredging a large annual volume of contaminated sediment using an environmental bucket, and mechanical debris removal and management. Does the contractor have experience with at least three projects that included the mechanical removal of at least 100,000 cyd at a rate of approximately 3000 cyd per day? In the contractor's response, it shall include the average dredging rate, the total volume of material dredged, the type of dredging equipment used, and the duration of the dredging activities for each project completed. Experience in water quality controls and monitoring during dredging. Does the contractor have experience with at least one project that included water quality monitoring and controls during dredging operations? In the contractor's response, it shall include the monitoring methods, equipment used, parameters measured, and controls implemented to prevent water quality impacts. Experience in hydraulic off-loading and placement of sediment in the CDF, including re-circulating water for slurrying the sediment and managing the sediment placement for even sediment distribution. Does the contractor have experience with at least one project that included hydraulic off-loading and placement of sediment? In the contractor's response, it shall include a detailed description of the equipment used, the size or capacity of the system, the material transported, the water source, the placement location, and the duration of the operation.
