- Sole Source - Combined Synopsis/Solicitation - FA9300-10-R-5061 This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. This is a sole source buy to Vision Research, Inc., however, the Government will consider all responses received within 3 days of the publication of this notice. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-43 and DFARs Change Notice (DCN) 20100908. NAICS is 423410 with a large business size standard of 100 employees. Solicitation is for a commercial purchase of (3) Phantom V210 High-Speed Cameras, (3) VRI Internal Shutters, (3) VRI Cinemag II Memory Magazine 128GB. AFFTC/PKT, Edwards Air Force Base, CA is seeking potential sources capable of providing the following item: (3) Phantom V210 High-Speed Cameras, (3) VRI Internal Shutters, (3) VRI Cinemag II Memory Magazine 128GB. REQUIREMENTS: • High speed video camera for research operations/outdoors • Frames Per Second: Equal or Greater than 2000 fps at 1280x800 resolution, scalable in both fps and resolution • Pixel bit depth: 8 and 12 bit • CMOS Sensor size: approx. 12x16 mm • Auto/remote shutter control: yes • Ethernet Connectivity: yes • Triggering Control: yes • Timing: Able to use IRIG timing • Video Output: Analog: NTSC, PAL, 720p, HD • Cine Conversion: Yes, to Cine, Cine Compressed, Cine RAW, AVI Multipage TIFF, MXF, PAL, MFX NTSC, Quicktime, Windows BMP, OS/2 BMP, PCS, TGA, TIFF LEAD, JPEG, JTIF, DNG, DPX • Image Timestamp: Yes (with IRIG) • Mountable: yes • Operating temp: 0-40 degrees Celsius • Non-volatile memory: 256 GB or better (sufficient memory storage to video a complete rocket motor/engine test that lasts up to 90 seconds). • Interchangeable lenses: Yes (enables AFRL to use the same lenses across all our vision research cameras) • Extreme Dynamic Range: Yes (EDR Extreme Dynamic Range Exposure, or "dual-slope integration," within a single frame, is a very useful feature when the subject of interest contains very high contrast, such as during a rocket motor firing, and both must be exposed properly throughout the cine recording. Delivery: 60 DARO Place of delivery, performance, and acceptance is FOB Destination, Edwards AFB, CA 93524.
