- THIS IS A SOURCES SOUGHT ANNOUNCEMENT. The United States Government has a requirement to procure non-live-fire Urban Operation Sites (UOSs) to support training for U.S. forces and/or its allies. These UOSs will be used to create realistic urban training scenarios for the purpose of developing and improving the combat skills of war fighters for when they are called upon to conduct military exercises and/or participate in actual combat actions against opposing forces. This training is accomplished in various geographical locations throughout the world and in all extremes of environment. The required UOSs shall consist of various types of deployable and modular structures formed together to make various urban environments and situations. The structures will be placed on cleared land provided by the Government with some site preparation required of the vendor to ensure the structures remain stable over long periods. Structures shall utilize existing equipment offered by vendors with minor modifications to support the needs of the military. All structures provided will be used for training conducted day and night and under all weather conditions. Each UOS structure shall have the option to be delivered and installed with a variety of exterior facades that mimic military operating environments and enhance the realism of the structures. These exterior facades shall be available in a minimum of four different types of finishes including, but not limited to, limestone, stucco, stone, and afghan style mud. Each type of finish shall be available in a minimum of five different colors including, but not limited to, desert sand, harvest gold, and muddy taupe. These exterior facades shall have the ability to be installed on both newly installed UOS structures as well UOS structures which have been previously fielded. The purpose of this announcement is to conduct market research in accordance with FAR Part 10, and identify potential sources of non-live fire modular structures for Urban Operation Sites (UOSs). Interested parties are requested to respond to this announcement by answering the following questions: 1.) Do you currently have a commercial item or non-developmental item available, or one that could be modified, that can be utilized as a modular non-live-fire UOS? If you have a commercial item please describe its commercial application, who your customers are, and how many you have sold. 2.) Do you have the capability to provide a commercial item or non-developmental item in the future, or one that could be modified, that can be utilized as a modular non-live-fire UOS? 3.) What are your customary practices regarding customizing, modifying, or tailoring of items to meet customer needs? 4.) What are your customary practices with respect to warranty, buyer financing, discounts, etc., under which commercial sales of the products are made? 5.) Are there any laws or regulations unique to the item being acquired or the item that you will offer? 6.) What are your customary practices regarding product testing and inspection? 7.) What is your business size status (large, small, SDB, etc.)? 8.) What products do you have available that can be added to the exterior of structures or included in villages to create various realistic, OCONUS, urban settings? In addition to answering the questions above, interested parties are also requested to provide any available product and capability literature, including pictures where possible, on all non-live-fire UOS they currently offer or have the capability to offer in the future.
