Description
The U.S. Army Corps of Engineers intends to award a sole source firm fixed price contract to the Universolutions, LLC to maintain, upgrade and update software programs for the Warrant Management System (WAMAS). This is a special notice prepared in accordance with the format in Federal Acquisition Regulation FAR 6.302-1(a)(2)(iii)(A), Only one responsible source and no other supplies or services will satisfy agency requirements in the case of follow-on for the continued provision of highly specialized services when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. There is no other potential contractor more suited to perform the system enhancements than Universolutions, LLC. They created a selection, appointment, termination, reporting, and data repository know as WAMAS application software. They formulated the concept, developed the hypothesis, conducted the requirement analysis, designed the system architecture, wrote the programming, deployed the system and trained the users. Universolutions is the only company with extensive, unparallel knowledge of the Corps of Engineers various contracting requirements, the personnel who perform the function and the training, education and experience requirements necessary for them to be awarded a warrant. However, any firm that believes it can meet this requirement may give written notification to the Contracting officer within five (5) days of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. If no responses are received, the U.S. Army Corps of Engineers will proceed with awarding a firm fixed price contract toUniversolutions, LLC for Warrant Management System (WAMAS) System Enhancements and Operation and Maintenance Support.
