Description
The Department of Veterans Affairs, Iowa City VA Medical Center, Iowa City, IA intends to negotiate a sole source procurement under the authority of FAR 6.302.1, FAR 6.302.5 with Neuroptics, 2600 Michelson Drive Suite 980, Irvine, CA 92612. Interested parties may identify their experience in providing these services to the Contracting Officer via e-mail at todd.yahnke@va.gov or fax 319-887-4957. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is VA-263-10-RQ-0623 and issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-43, effective August 2, 2010. The associated NAICS code is 339115 and small business size standard is 500 Emp. The acquisition is not set-aside and is being negotiated as a sole source procurement. The requirement for this acquisition includes the following: Custom Optic Nerve Imager 1 EA. _______________ Hardware Characteristics: 1.For use by non-trained person 2.Portable hand-held imager 3.Auto-alignment with optic nerve by user alignment with pupil 4.Multiple image collection with processing of image stack to provide a final montage image 5.Dual image sensors for reading the pupil and optic nerve Software Characteristics: 1.Designed to be used by a non-trained person to obtain high quality digital photographs of the optic nerve in patients with optic nerve diseases such as glaucoma or papilledema (swollen optic nerve). 2.Automatic alignment and tracking system that aligns the optics with the pupil when placed in front of the eye. 3.Automatic Image Analysis with degree of abnormality quantified for user. 4.Second image sensor that is aligned on the optic nerve head collects digital photographs at 10 per second and the focus plane is varied during the collection of images. 5.After image collection the microprocessor in the Optic Nerve Imager stitches all of the highest quality portions of all the images into one montage photograph that will produce a final image where every superficial plane of the retina is in focus. 6.Software routine analyzes the final image within the analyzer microprocessor and determines the likelihood of abnormality for glaucoma and for optic nerve swelling.
