- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a Request for Quotes (RFQ) and is 100% set aside for small businesses. The associated North American Industry Classification System (NAICS) code for the procurement is 333994 and the Small Business size standard is 500 employees. The US Army Corps of Engineers, Engineer Research and Development Center Contracting Office, has a requirement for one electrical heated walk-in oven model SWN-56-6E or equal. Requirements are as follows: 1. General Features: The Contractor shall provide one electrical heated walk-in oven model SWN-56-6E or equal. The machine shall have an oven management system with digital timer and auto-shutdown. 2. Code Requirement: All equipments shall be FM, NFPA & NEC recommended. 3. Temperature Rating: Maximum 500 degree F Normal 375 degree F Minimum 125 degree F above ambient. 4. Chamber Dimensions: 5 feet wide minimum x 8 feet long minimum x 6 feet high minimum. 5. Overall (approximate): 8 feet 6 inches wide x 9 feet long x 9 feet 9 inches high. 6. Body Construction: The machine shall be grooved panels with a 4 inch minimum of 6# density board type insulation with a 1,200 degree F minimum service temperature rating; 20 gauge minimum aluminized interior; 20 gauge minimum carbon steel exterior and 12 gauge minimum base and roof trim. 7. Doors: The machine shall have bi-parting type, side-hinged with an horizontal swing doors and FM approved safety latches. 8. Floor: See optional equipment paragraph 16.i. 9. Recirculation: 3,400 CFM minimum @ 3 HP direct-driven blower. "No drive belts "Horizontal airflow "Supply air shall be provided where the heated air is delivered through a adjustable boxed duct, side-mounted along on one side of the work chamber "Return air shall be returned to the recirculation and heating plenum through a matching return duct located on the opposite side of the work chamber "Airflow safety switch 10. Exhaust: 400 CFM minimum @ HP; manually adjustable, dampered outlet; oven shall be rated for Class A use where flammable volaties or power coating are processed (Customer shall provide quantity at award). Provide with a safety switch airflow controlled. 11. Heating Equipment: Provide a 36 kW minimum heat input; incoloy sheathed elements with on/off contactor power control and back-up contactors. 12. Controls and Instruments: The controls and equipment shall be located in a NEMA 12 enclosure mounted on the side of the oven, including the following major components: "Digital temperature controller (with auto-tune) "Digital oven high limit controller (with manual reset) " Oven Management System shall include a digital timer, auto-shutdown with real-time clock features, maintenance prompts and hour meter "IEC style motor starters, push buttons and pilot lights (to indicate status), fused branch circuits, 110 volt control transformer and blower interlocks "Main power disconnect switch see optional equipment bullet paragraph 16.e. 13. Utility Requirements: Electrical - 480 volt, 3 phase, 60 hertz 14. Paint: The equipment will be painted the following colors: "Oven body - heat resistant Federal Safety Blue industrial enamel exterior (the aluminized steel interior requires no additional coating) "Control panel - gray exterior, white interior "Guards - OSHA yellow 15. Testing: This equipment shall be fully tested and adjusted at normal and maximum temperatures prior to shipment; all safety interlocks shall be checked for proper operation. 16. Optional equipment: The Vendor shall provide the following optional equipment: a. Upgrade recirculation blower to 4,500 CFM @ 5 HP minimum b. Increase heating output to 48 kW c. Provide a combination airflow through work chamber d. A high efficiency upgrade that shall include; 2 inch thicker minimum insulated wall panels, door limit switch, combustion filter, and higher efficiency motors that shall increase minimum operating temperature by 30 F e. Through the door main power disconnect switch with door interlock to help prevent unauthorized personnel from opening control panel door when the disconnect switch is On f. SSR(solid state relay) power control or equal in lieu of on/off contactor control g. Door limit switch, power to the heating elements disconnected when doors begin to open h. UL certified and labeled control panel i. Reinforced insulated floor 2 inches thick consist shall consist of three insulated panels sections with 8 inch channel supports j One (1) hard-copy of Owners Manual, placed in control panel 17. Manuals: Two (2) digital Owners Manuals placed in the control panel at time of Shipment. 18. Shipping: Oven shall be shipped assembled to Vicksburg, MS 39180. 19. Installation: The Contractor shall supervise installation to install this equipment. Installation shall include supervising items listed below: "Unloading the equipment and moving to a level foundation at the final job "Reassembly and rewiring all components removed for shipping " Lagging oven to foundation " Connecting customer's utilities to equipment " Debugging and start-up of the equipment " Training three (3) personnel on the operation and maintenance of the equipment Customer Responsibilities include: "Removal of any existing equipment and clearing of the jobsite " Secure storage of construction site and fire protection during erection " Material handling equipment " Cutting of holes in the building roof or walls, or repairs to same " Any concrete work or repairs as required to provide a level installation surface " Modifications to the building or structure, exhaust stack, flashing, rain caps, etc., and installation of same "Utility connections brought to within 15 feet of each connection point " Handrails, ladders, catwalks, and perimeter guarding that may be required " Any applicable licenses, bonds, permits, or taxes " Environmental permits or compliance testing " Fire suppression and detection system, as required by agencies "A 14 foot wide x 14 foot high unobstructed, paved path must be provided between the unload point and the jobsite, including firm ground for rigging equipment. "Disposal of all construction refuse "Electrical grounding as required by insurance underwriter "Single wall spiral duct (stack included, roof protrusion and rain cap are not) "Include two (2) skilled workers to be instructed with our supervision 20. Warranty: One year warranty on all mechanical parts and labor form start up date. The shall include any integral motors or their components. One year limited parts and labor warranty. All interested firms must be registered in the Central Contractor Registration and Online Representations and Certification Application. The Government will evaluate offers on best value and will award a contract resulting from this synopsis/solicitation to the responsible offeror whose offer meets and/or exceeds the specifications herein.
