Description
Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of the Natick Soldier System Center (NSSC), intends to award a firm fixed price purchase order on a sole source basis to: PITNEY BOWES, 1 ELMCROFT RD STAMFORD, CT 06926-0700 THIS IS NOT A REQUEST FOR PROPOSALS. No solicitation document is available. 1. Nature and description of the supplies or services required to meet the agency's needs: The DOL, USAG Natick requires the services of Pitney Bowes to enhance the existing Arrival System (Pitney Bowes Product). This equipment/software being ordered will greatly improve the effectiveness of receiving parcels coming into the warehouse. The upgrades will also improve the accountability/maintain an asset inventory of all equipment/materials being turned into the Supply Support Activity (DOL). With the addition of Vista to every workstation at Natick, Arrival is not compliant with Vista. Therefore these upgrades are also required to ensure we operate under a Vista Environment. As of today, we are currently operating off XP, with a work around Vista. In order to become compliant new equipment is needed ASAP, and can only be ordered by Pitney Bowes for proprietary reasons. 2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): The equipment and software being ordered and installed is proprietary to Pitney and Bowes. 3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: A market search was not conducted. DOL is already using the Arrival System (Equipment and Software). These are upgrades to enhance efficiency in the receiving and turn-in of equipment. 4. Any other facts supporting the use of other than full and open competition: None 5. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: None 6.
