Sources Sought Synopsis, U.S. Air Force Combat IdentificationMk XIIA / ADS-B Transponder1.Introduction This sources sought synopsis is being released by the United States Air Force, Electronic Systems Center (ESC), HSJK. Any information submitted by respondents to this sources sought is strictly voluntary. This sources sought does not constitute a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor does its issuance restrict the Government as to its ultimate acquisition approach. There is no solicitation available at this time. Requests for a solicitation will not receive a response. The Government will neither award a contract solely on the basis of this notice, nor pay for any information that is submitted by respondents to this sources sought. All contractual inquiries shall be directed to Ms. Carol Pogue, e-mail: Carolina.Pogue@hanscom.af.mil; all technical inquiries shall be directed to Mr. Steven Channell, e-mail: Steven.Channell@hanscom.af.mil. 2.Intent The Government is interested in conducting information exchanges with industry regarding the development and certification of Mk XIIA Identification Friend or Foe (IFF) transponders with embedded support for 1090 MHz Extended Squitter (1090ES) Automatic Dependent Surveillance - Broadcast (ADS-B) OUT, ADS-B IN and a secure variant of ADS-B based on Mode 5. There is particular interest in incorporating these capabilities in the USAF's current and anticipated inventory of Mk XIIA capable APX-119 transponders. The express intent of this Sources Sought is to identify potential industry partners who have a working/demonstrable technical expertise and capability to provide any or all of the following:a)systems engineering support to conduct system studies and define and develop requirements for 1090ES ADS-B OUT/IN, Mode 5 based ADS-B, and integration with Mk XIIA IFFb)design, development, and production of MK XIIA / ADS-B transponders with AIMS and FAA TSO certificationc)modification of MK XIIA / Mode S APX-119 transponders to a Mk XIIA / ADS-B configuration with AIMS and FAA TSO certificationd)design, development, modification, and production of Mk XIIA flight line and depot test sets and support equipment to support ADS-B OUT/IN and Mode 5 based ADS-B capabilityIndustry is requested to respond in writing to this synopsis in accordance with the instructions provided in Section 4. 3.Mk XIIA / ADS-B Transponder DoD, and USAF in particular, have contracted with commercial entities for the development and procurement of Mk XIIA / Mode S IFF transponders to upgrade its fleet of aircraft from Mk XII to Mk XIIA in accordance with DoD directives. Many USAF platforms will be upgrading their current Mk XII / Mode S APX-119 transponders to an Mk XIIA capability and/or procuring a significant number of new Mk XIIA / Mode S APX-119 transponders over the next few years. USAF intends to consider this investment when adding the new capabilities identified here-in. ADS-B is a civil aviation system for aircraft to automatically broadcast position, velocity, intent, status, and other information for ground stations and other aircraft to receive and process for enhanced situation awareness. 1090ES ADS-B is an implementation of ADS-B based on Mode S 1090 MHz extended squitters. ADS-B OUT refers to the capability to transmit ADS-B messages. ADS-B IN refers to the capability to receive and process ADS-B messages. The ADS-B IN capability may or may not be incorporated in a TCAS II / ETCAS system on the aircraft. 1090ES ADS-B is compatible, but not interoperable, with Mk XIIA IFF. ADS-B is defined and specified in RTCA DO-260B. The Federal Aviation Administration (FAA) has mandated ADS-B OUT capability for aircraft flying in most US airspace by 2020 as a key part of their NextGen air traffic management strategy. Earlier adoption will allow aircraft to gain certain airspace advantages, such as reduced separation and improved routing for fuel reduction. Currently there is no mandate for ADS-B IN adoption, however significant operational advantages will be available to aircraft with ADS-B IN and associated applications by 2020. Congress is currently proposing to move adoption of ADS-B OUT and ADS-B IN to 2014 and 2017 respectively. It is expected that DoD will mandate ADS-B consistent with civil mandates. ESC intends to complete the development and certification of Mk XIIA / ADS-B transponders and upgrade kits in time for platforms to meet these mandates. ADS-B provides none of the security features needed by DoD for military operations. However there is USAF interest in defining, evaluating and testing an ADS-B- like capability based on Mode 5 Level 2 instead of Mode S. This capability should include broadcast and receive functions equivalent to ADS-B OUT and ADS-B IN respectively. If Mode 5 based ADS-B is determined to be a viable and useful capability, USAF will look to incorporate growth for this capability in conjunction with its 1090ES ADS-B implementation to minimize development and life-cycle costs. 4.Written Responses The Government would like interested parties to submit a statement of their qualifications. The response should specifically address their capabilities and experience in one or more of the areas of interest identified in Section 2 of this document. Responders should identify their area(s) of interest and capability. Responders to Section 2(c) should specifically address their ability to develop and implement design modifications to the APX-119 hardware and software without assuming USAF will or can supply detail design drawings and documents for the existing AXP-119 transponders. Include in your responses an indication of your business size standard. The responses shall not be more than ten (10) one-sided pages, 8.5"x11" paper, with 12 point font and a minimum of one (1) inch margins. Contractor format is acceptable. Total file size shall not exceed 5MB. Product brochures and vendor marketing material may also be submitted in addition to the paper. They will not be counted as part of the ten (10) pages. Please submit responses via e-mail to Carolina.Pogue@hanscom.af.mil not later than 6 October 2010, 2:00 PM EST. Responses received after this date and time may not be reviewed. No phone responses will be accepted. All responses shall be unclassified and reviewed (prior to submission to the Government) to ensure that there are no operational sensitivities.
