- The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center (MMAC) has a requirement for an Indefinite-Delivery, Indefinite Quantity (IDIQ) contract with Fixed Unit Price and Cost Reimbursable Line Items for Telecommunications Infrastructure Technical and Management Support Services in support of the FAA MMAC, Oklahoma City, OK. The MMAC telecommunications infrastructure consists of a Nortel SL-100 digital telephone system (a main switch, and (1) remote switch), the MMAC paging system, MMAC video teleconferencing equipment, high-speed fiber networks / hubs / switches / routers, MMAC campus copper and fiber cable plant, and equipment providing wireless cellular connectivity for the MMAC campus. The successful Contractor shall provide experienced, qualified management and technical personnel to maintain and troubleshoot the MMAC telecommunications infrastructure. The Contractor shall make available all personnel and services necessary to assist the Federal Aviation Administration (FAA) MMAC in accomplishing its mission. The Contractor may also be required to interface with other contractors, commercial telecommunications companies, equipment manufacturer representatives, engineers, and various agencies, department and other Government organizations relative to maintenance and enhancements of the MMAC telecommunications infrastructure. The duty location for this contract will be the FAA MMAC in Oklahoma City, OK. All contractor personnel under this contract are subject to background checks, vehicle tagging and badging requirements IAW AMS Clauses 3.14-2 and 3.14-4, in addition to other clauses covering local FAA MMAC policies for contractor performance on site. This SIR is for a 100% Set-Aside for Certified 8(a) Small Economically Disadvantaged Businesses (SEDBs). The NAICS code for this procurement is 811213 with a small business size standard of $7.0 million. Offerors shall note Section I, AMS Clause 3.6.1-7, Limitations on Subcontracting which states that for services (except construction) "at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the prime contractor." This is a Request for Offer (RFO) and a single contract will result from proposals submitted. The Government will not be liable for any costs associated with the submittal of a response to this SIR. All responses to this announcement must be received by 2:00pm Central Time (local Oklahoma City, OK) on 28 October 2010. Please submit all questions in writing via email only to the Contract Specialist identified herein not less than seven (7) calendar days prior to the response closing date / time. The "best value" evaluation method will be used to determine the successful awardee for this contract in accordance with Sections L and M. Both Cost/ Price Proposals (Vol I) and Technical Proposals (Vol II) are required in response to this announcement. All offers in response to this announcement shall be submitted according to the instructions found in Section L of the SIR. Failure to follow instructions in the preparation or submission of your proposal may deem your offer ineligible for award.
