Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is W8130T0200N005 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-44. The associated North American Industrial Classification System (NAICS) code for this procurement is 813110 with a small business size standard of $7.00M. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2010-09-22 12:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Fort Irwin, CA 92310 The USA ACC MICC Fort Irwin requires the following items, Meet or Exceed, to the following: LI 001, YOUTH GROUP MEETINGSPlan, coordinate and conduct group meetings, normally of at least one hour in duration and accommodating groups of three or more, for middle and senior groups focusing on spiritual, ethical, and moral life-style. The Period of Performance for all CLINs is 1 October 2010 to 30 September 2011. SEE ATTACHED SCOPE OF WORK FOR DETAILS., 52, WEEK; LI 002, SPECIAL EVENTS:Plan, coordinate and conduct special events, which may consist of community service projects and other similar activities, monthly for each middle and senior high group, which focus on team building, community responsibility, spiritually based life-style, and faith sharing. Special events will normally consist of activities involving ten or more youth within the community and be of at least 4 hours in duration. A special event such as a community service project may be conducted over several days. Apply a needs assessment survey to determine which activities meet the needs of the target demographic population and the attendees. Submit After Action Reports to Installation Catholic Chaplain within one week of completion of the special event. SEE ATTACHED SCOPE OF WORK FOR ADDITIONAL DETAILS., 9, EVENTS; LI 003, RETREATS AND/OR LOCK-INS:Plan, coordinate and conduct one retreat or one over-night lock-in for middle school and senior high groups. Not later than 30 days prior to the event, provide the Installation Catholic Chaplain with a program plan to include location, time, date of event, objectives, method of evaluating program and resource requirements. Submit After Action Reports to the Installation Catholic Chaplain within one week of completion of the retreat or lock-in. SEE ATTACHED SCOPE OF WORK FOR ADDITIONAL DETAILS., 2, RETREATS; LI 004, GENERAL COMMUNITY AND FAMILY EDUCATION:Assist in the planning, design and execution of programs and events which foster general Catholic Community and Family Education, to include whole family events, teaching, and home learning materials. SEE ATTACHED SCOPE OF WORK FOR ADDITIONAL DETAILS., 4, EA; LI 005, VOLUNTEER MANAGEMENT:Maintain volunteer utilization files to include the volunteers name, recruitment date, type of utilization, training, and hours volunteered. Maintain records of all youth activities and events to include the number of volunteers utilized and the number of persons attending each event. SEE ATTACHED SCOPE OF WORK FOR ADDITIONAL DETAILS., 12, MONTHS; LI 006, STAFF MEETINGS:Meet with the Installation Catholic Chaplain once a month for one hour to discuss the quality of the delivery of services provided under this contract and program development. Attend and Participate in monthly Priest Advisory Council Meetings. Provide a monthly statistical report on the number and type of youth events completed, attendance at each event, number of events planned for the next 90 days, publicity plan for programs, number and type of training events conducted and attendance. SEE ATTACHED SCOPE OF WORK FOR ADDITIONAL DETAILS., 26, MEETINGS; LI 007, CONTRACTOR MANPOWER REPORTING:In accordance with Section H, Clause 52.000-4029, Accounting for Contract Services - - Contractor Manpower Reporting, this line item is added as no cost unless otherwise specified. Should a cost be associated with this requirement, complete the line item and submit with your initial proposal submission., 1, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, USA ACC MICC Fort Irwin intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. USA ACC MICC Fort Irwin is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. Offeror must be registered in the Central Contractor Registration (CCR) database before an award can be made to them. The Governments obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.(End of Clause) The government intends to evaluate offers and award a contract with discussions with offerors. Therefore, the offerors initial offer should contain the offerors best terms from a price standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received. The Government will award a contract resulting from this solicitation to the responsible offeror conforming to the solicitation will be the most beneficial to the Governmentwith price being the most important factor.
