- SOLE SOURCE NOTICE: The 902d Contracting Squadron at Randolph AFB intends to award a contract on a Sole-Source basis for the purchase of a SE0223 PBG Portable Oxygen Regulator Tester (1 EA). The SE0223 PBG Oxygen Regulator Field Tester by Cobham Life Support in Davenport, Iowa is a portable microprocessor controlled tester. It is intended to monitor the oxygen regulator's gas pressure and flow rates. In addition to verifying regulator performance, the tester provides a means to the test oxygen mask regulator connectors. The Government intends to solicit and negotiate with only one source however interested persons may identify their interest and capability to respond to the requirement or submit quotes. This notice of intent is not a request for competitive quotes. However, the Government will consider all quotes received within 3 work days after date of publication of this notice. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Please ensure quotes are good for 30 days. Award will be made in accordance with FAR parts 12 and 13.5 using Simplified Acquisition Procedures (SAP). The NAICS Code is 333999; size standard is 500 employees. This synopsis of proposed contract action does not commit the government to pay for any information, issue a solicitation, or award a contract. This synopsis is not to be construed as a commitment by the government. Any costs incurred as a result of a response to this announcement shall be borne by the firm and will not be charged to the government for reimbursement. IAW 10 U.S.C. 2304c (1), as implemented by FAR Part 6.302-1-- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Delivery: Should be no later than 45 days after receipt of this order. This contract will be awarded firm fixed price based on SOLE SOURCE JUSTIFICATION: Randolph AFB's Aerospace & Operational Physiology Command office requires that this is a brand name or equal requirement. The nature of work in thier altitude chambers for pilot training demands we have the ability to test a myriad of different types of equipment that goes into the chamber to ensure student safety. The chamber cannot be moved, so testing our equipment requires not only a portable tester, but one that can function with a host of different types of oxygen equipment. Therefore, Cobham is deemed to be the only source that can satisfy agency requirements. CONTRACT TERMS AND CONDITIONS Award will be made using Simplified Acquisition Procedures. Evaluation procedures in FAR Part 13.106-2 will be utilized. Interested parties capable of providing the above must submit a written price quote to include discount terms, Cage Code, DUNS number, Tax Identification Number and clear evidence of the ability to meet the requirements of this combined synopsis/solicitation. To be eligible to receive an award resulting from this solicitation, contractor must be registered in the DoD Central Contractor Registration (CCR) database, NO EXCEPTIONS.
