Description
The Naval Air Systems Command Aircraft Division (NAWCAD), Patuxent River, Maryland has a requirement for: The firm fixed price contract line item numbers will be as follows: CLIN 0001 - Software Support, QTY 1 Lot To include the following: - Leadership Mirror® and OPAL® ASP Package includes: •1- Year ASP license •300 Navy Leadership Mirror and OPAL users •Implementation planning (up to 8 hours) •Set-up (up to 8 hours) •Survey creator training (up to 8 hours) •Optional branding of the user interface (logo) •Up to 1 day of consulting support during year - DDI mapping of competencies Includes (1) review by client (Assumes 3 days) - DDI and NAVAIR survey creation (Assumes 2 days) - Training of Navy personnel to conduct feedback session •Based upon 300 users •Up to 10 people per one day session (2 sessions) - Optional One-hour DDI delivered Individual Feedback (via phone) Assumes 1 day and up to 5 feedback phone-based sessions - DDI consultant travel/accommodation expenses •Hotel, Air Fare, Rental car, meals, tolls •Assumes implementation meeting and 3 feedback sessions NAWCAD intends to negotiate solely with Development Demisions International (DDI) the above requirements with an anticipated award date of 01 Oct 2010. The justification for other than full and open competition for procurement of a Leadership Mirror and OPAL Site License Package from Development Dimensions International (DDI) is based on demonstrated unique knowledge and expertise required to provide a holistically integrated assessment and development system. DDI is currently the only organization to provide a holistically integrated assessment and development system. The Leadership Mirror, DDI's proprietary web-based, multilingual 360-degree feedback system, conducts enterprise-wide, multisource assessments involving large populations, small teams, and/or individuals. Since DDI is not willing to sell the data rights to its proprietary Leadership Mirror, NAVAIR is unable to acquire the necessary technology and will only retain the right to own and manage NAVAIR specific data. Additionally, DDI possess the only system that will afford NAVAIR the capability to implement a standard and/or customized survey based on specific needs, which increases NAVAIR's flexibility to choose from a traditional multisource survey, a self-only assessment, or a more Targeted Feedback. The noteworthy Targeted Feedback capability is a groundbreaking unique alternative multisource approach, provided only by DDI. Since NAVAIR has an immediate requirement to demonstrate proof of concept and test the theoretical capability to holistically assess its workforce, the risk of establishing a second source entails an unrecoverable schedule slippage and substantial duplication of cost to the Government. Based on Market Research, DDI's world-wide leadership development capability, combined with their unique tools, justifies the use of sole source for this Simplified Acquisition Procurement. Delivery Period of Performance will be 01 Oct 2010 to 30 Sep 2011 NAVAL AIR WARFARE CENTER AD (PAX) Patuxent River, MD FOB: Destination FAR Clause 52.232-18 Availability of Funds Apply All responsible sources may submit a capabilities statement, which shall be considered by the agency. The Government solely for the purpose of determining whether to initiate a competitive procurement will consider all capabilities statements received. Technical capability will be determined solely on the content and merit of the information submitted in response to this provision. Therefore, it is incumbent on the interested party to provide sufficient technical literature, documentation, etc. in order for the Government to make an adequate technical assessment. The Government reserves the right to process the procurement on a sole source basis for this service based upon the responses received. The Government will not pay for any information received.
