- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. THIS IS NOT A SOLICITATION FOR PROPOSAL AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. CURRENTLY THERE IS NOT A SOLICITATION, SPECIFICATIONS OR DRAWINGS AVAILABLE. Market research is being conducted to identify potential offerors capable of providing base operating services for NEW SANNO HOTEL at Tokyo, Japan. Solicitation of this project will be issued for local sources in accordance with FAR 5.202(a)(12). Local sources are those persons or entities normally resident and licensed to conduct business in Japan. Offers from non-local sources will not be considered under that solicitation in accordance with the provisions of the U.S. - Japan Status of Forces Agreement. The solicitation number will be announced in the formal solicitation published at a later date. The purpose of this notice is to gain knowledge of interest, capabilities and qualifications of various members in Japan. NAVFAC FAR EAST FEAD YOKOSUKA is seeking potential sources for a Firm Fixed Price (FFP) Contract with a base period (twelve months) and four (4) twelve-month option periods. Total contract duration shall not exceed sixty (60) months. The anticipated start date is 1 March 2011. Requirements are currently being provided via contract N40084-06-C-0401and the Government anticipates the need for follow-on services. The scope of work will be for the Contractor to provide all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide the services to perform Base Operation Support (BOS) services outlined below. (1) Fire Protection Systems Maintenance (2) Battery System for Emergency Lights Maintenance (3) Auto Door Maintenance (4) Exhaust Duct Cleaning and Maintenance (5) Pest Control (6) Integrated Solid Waste Management (7) Waste Water Treatment System Operation and Maintenance This is not a request for proposal and no solicitation is available at this time. The Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information in response to this sources sought notice. Information received as a result of this sources sought will become part of our market research to determine interest and capability of potential sources. Submit your capability statement to include: A) Company name, address, primary point of contact and phone number, company DUNS number and cage code if exist, B) A brief narrative of past experience in projects of similar size, scope and complexity citing yen value and whether or not your company was the prime contractor or a subcontractor. Responses must be submitted in electronic form and may be attached to an email addressed to Tsugio.Hino.JA@fe.navy.mil. The due date for responses is 4:00 P.M. on Oct 30, 2010. Please ensure that as a minimum the following items are covered in your response: 1. Does your company regularly engage in the business of providing similar services. ___Yes ___ No 1(b) If so, please list the specific types of tasks/services provided. 1(c) How long has your company provided these types of facilities support services? 2. Please list any contracts your company is currently performing that would be considered the same as/similar to this effort (size, scope, complexity) as well as those you have completed within the last three years, including contract number, title, type, annual award amount, final contract amount and references with name and phone number. 2(b) Which of these are Performance Based Service Contract? 2(c) For each of these contracts, identify the types of functions performed; and whether your firm was the prime or subcontractor by function. 2(d) Were these contracts won competitively? If not, list those which were not. 3. On the average, what percentage of the total effort does your company normally subcontract for the type of work proposed that is similar in size, scope and complexity? 4. What specific portions of this type of effort would your company elect to subcontract?
