- SOURCES SOUGHT The U.S. Department of the Interior (DOI) National Business Center (NBC) has a requirement for a robust, mature managed desktop computer operations/technical support program. Vendors shall provide the required services to maintain a desktop-related business operations conducted by NBC and its customers, including the DOI Office of the Secretary. These operational support areas will be under the Information Technology Directorate (ITD), Customer Support Services Division, Desktop and Peripherals Support Branch. Requirements for the managed services program supporting the NBC enterprise desktop production environment shall cover all aspects as follows: Full provisioning, engineering, operations and administration of current and emerging environment, including (but not limited to):a.Integration with existing NBC Tier 1 Service Desk (including Tier II, and Tier III call support and escalation)b.Configuration Managementc.Asset Managementd.Operations & Administration Services (day-to-day activities for add/move/change and break/fix) e.Virtualized Desktop Supportf.Scalability and Flexibility of vendors modelg.Transition activities from current desktop support to new managed services, with an eventual migration to virtualized environment Qualified Sources must be able to meet the following requirements: 1)Provide both on-site and remote support for NBC Customers across the following service locations, which currently include: a.DOI headquarters in Washington, DC; b.Nationwide NBC offices, including: Washington DC, Reston & Herndon, Virginia, Denver, Colorado, Anchorage, AK, Boise, ID, Phoenix, AZ, Atlanta, GA, Sacramento, CA, Sierra Vista, AZ, Boston, MA, and Philadelphia, PA; Additional offices/locations may be added during the contract. Current locations supported by the NBC include: LocationSupported UnitsWashington DC2050Reston/Herndon, VA Site 1446Herndon, VA Site 2294Denver, CO1199Minneapolis, MN2Albuquerque, NM43Sierra Vista, AZ71Sacramento, CA33Portland, OR3Phoenix, AZ12Atlanta, GA10Boston, MA2Philadelphia, PA5Anchorage, AK57Boise, ID181Total:4408 c.Office of the Secretary offices throughout the United States, Alaska, and US Territories.d.Telecommuters, i.e., office-based workers who work from home on a periodic basis; and e.Remote workers, i.e., non-office-based workers who may work from home or may be mobile at remote locations.f.Service locations may include customers of NBC to include to include Armed Forces Retirement Home (AFRH) located in Washington, DC and their future location in Gulf Port, MS.g.Potentially other US Government site locations who come to NBC for desktop services. 2)Provide proof of experience/expertise executing similar requirements for similar organizations of a similar size.3)Provide Desktop Services aligned with an IT Service (ITIL or similar) framework and methodology.4)Support Desktop device provisioning and provide support required by End-Users.5)Support workstation devices, including locally attached computers, laptop computers, tablet PCs, monitors, docking stations, printers, scanners, network-attached copiers, CD/DVD burners, multi-functional devices (printer/scanner/fax), government owned USB devices, Air Cards, and other approved devices in the product catalog.6)Support network-attached servers supporting multi-function printers (printers/copiers/scanners7)Support Desktop Productivity Software Services including the IT resources necessary to support NBC-certified standard business productivity software. 8)Perform physical inventory and property tracking "wall-to-wall inventory" on a bi-annual basis which shall include:a.Inventorying all system assets (both on and off the network)b.Capturing warranty dates captured from time of procurement, which will be used to determine hardware support costs for the assetc.Validation and adjudication of inventoryd.Explanations / root cause analysis on if and why 100% of the physical inventory cannot be performed NBC is currently completing a desktop virtualization pilot to determine the architecture, hardware and software of an enterprise wide virtual desktop environment that will be offered to potential clients as a service. The solution evaluation should take into consideration the current environment at the NBC, and the cost, benefit, design, security, and architecture proposed to develop a complete solution for the NBC. 9)Upon completion of the pilot the vendor shall be able to provide the NBC with:a.Recommended technical options for providing desktop virtualization as a service for the NBC, as well as potential clients from the DoI and other federal agencies. b.Strategy and project plan for the implementation of virtualized desktop services to the NBC and other potential clients.c.Support for the implementation and operations and maintenance of the desktop virtualized environment including, support for other government and external clients.d."Pay Bands" or a similar billing schema which define "Per Seat" cost variances that take into account applicable economies of scale for differing user population levels (e.g. cost for 1000 to 2000 users, cost per 2000 to 3000 users, etc). 10)Lastly, Vendors shall have on staff technical personnel that hold and maintain appropriate IT industry certifications such as:"CompTIA A+, Network +, or Security+"Microsoft Certified Desktop Support Technician (MCDST)"Microsoft Certified Technology Specialist (MCTS)"Microsoft Certified IT Professional (MCITP)"Help Desk Institute (HDI)"Microsoft Certified Systems Administrator (MCSA)"Microsoft Certified Systems Engineer (MCSE)"BlackBerry Certified Support Specialist"Information Technology Infrastructure Library (ITIL)"Messaging services to include:oFull Microsoft Exchange/Outlook oHybrid Microsoft Exchange/Outlook with Domino/Notes oLotus Notes Domino 8.x oCompletely alternative environment for operating system, productivity software, and email; including Google Mail as a service."OEM hardware and software in use at NBC, e.g., Dell, Microsoft Windows and Office, Oracle Client.
