- Request for Proposal (RFP) for Outreach/Admissions (OA) and Career Transition Services (CTS) for youth in the State of North Carolina will be available approximately Wednesday, October 6, 2010, on Federal Business Opportunity (FBO) website: http://www.fbo.gov/. Please note this is a Total Small Business Set Aside. Job Corps is a National program administered by the U.S. Department of Labor that targets disadvantaged and at-risk youth ages 16 through 24, and emphasizes long-term employability by providing academic and career technical training along with support services, in a residential and non-residential setting. RFP DOLJ11UA00041 is to provide outreach and admissions for 1,549 arrivals annually from the state of North Carolina and career transition services for 1,419 Job Corps youth returning to the state of North Carolina beginning JUNE 1, 2012. It is anticipated the resultant contract will be a cost plus incentive fee. The contract will cover a 2-year base period of August 1, 2011 through July 31, 2013, plus three (3) Government unilateral renewal options of one (1) year each. A Pre-proposal Conference will be convened at 10:00 am local time on Tuesday, October 19, 2010 at the Department of Labor, Sam Nunn Atlanta Federal Center, 61 Forsyth Street SW, Room 8M40, Atlanta, GA 30303, (404) 302-5813. It is recommended that interested parties download the RFP from the FBO website prior to the pre-proposal conference and bring the RFP to the conference. Any questions prior to the pre-proposal conference should be submitted in writing to the Contracting Officer, Gail Thomsen; thomsen.gail@dol.gov, no later than COB October 15, 2010 to facilitate responses at the conference. Proposals in response to this RFP will be due no later than 1:00 p.m., local time, Thursday, December 9, 2010, at the following address: U.S. Department of Labor, Office of the Assistant Secretary for Administration and Management (OASAM), 61 Forsyth Street SW, Room 7M70, Atlanta, GA 30303, Attn: Gail Thomsen, Contracting Officer. All responsible sources may submit a proposal that shall be considered by the agency.
