- This solicitation will be issued as a Request for Proposal (RFP) resulting in the award of a single firm fixed price (FFP) contract. The Request for Proposal will be issued on or about October 1, 2010 and the Proposal Due Date will be on or about November 1, 2010. The estimated value of this work is $10,000,000.00 to $25,000,000.00. Proposals received in response to this solicitation will be evaluated in accordance with procedures outlined in Federal Acquisition Regulations (FAR) Part 15 for Best Value. NAICS Code: 237990. This is an UNRESTRICTED procurement. The work consists of constructing floodwalls and floodwall tie-ins to levee sections with scour protection, constructing floodgates on the east and west sides of Algiers Canal in the vicinity of the Belle Chasse Tunnel, and construction of vehicle gates along with the relocation of part of South Tunnel Road on the east side of Algiers Canal. This risk-reduction work will incorporate pile-founded reinforced concrete T-wall monoliths. Overhead-mounted roller gates will be constructed within the approaches on each side of the Belle Chasse Tunnel, and swing gates will be constructed on the east and west side of the Algiers Canal roadways and railroad tracks. Gate operation will be by winch for the gates to the Belle Chasse Tunnel. Site work will include dewatering systems, construction of temporary retaining structures with work platforms, miscellaneous excavation, and clearing and grubbing. Coordinating traffic control and construction sequencing to minimize disruptions to tunnel traffic is a significant requirement for the project. The construction sequencing would need to support a traffic control plan that would minimize disruptions to tunnel traffic. Miscellaneous mechanical and electrical work will also be performed. The contractor will also be required to coordinate with utility owners for the relocation of power lines, communication lines, water lines, and other utilities. Selection will be based on the following criteria, with non-cost factors being more important than price. Factors 1, 2, and 3 are comparatively equal. Factor 4 is less significant than factor 1, 2, and 3. Factor 5 is less significant than factors 1, 2, 3, and 4. (1) Past Performance which includes Safety (2) Technical Approach and Key Personnel (3) Proposed Construction Duration (4) Small Business Participation Plan (5) Price. Factor 5 will not be scored, but will be subjectively evaluated for reasonableness by the board. These evaluation factors are subject to change. Any changes to evaluation factors will be shown in the solicitation. The solicitation will include a detailed list of evaluation factors, including any subfactors or elements, and will provide instructions for proposal requirements and the basis for award. The Government will not provide written paper copies of the solicitation. Telephone, written, facsimile, or e-mail requests for the solicitation package will not be honored.
