Description
This synopsis/solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce Online (NECO) site located at https://www.neco.navy.mil. While it is understood the FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is N00178-10-R-1073 and is issued as a request for proposal (RFP). The Naval Surface Warfare Center, Dahlgren Division, intends to procure on a sole source basis from HiRel System LLC, 4418 Haines Road, Suite 400, Duluth, Minnesota 55811-1526 or authorized resellers: CLIN 0001: Quantity of four (4), part number 5000130B, Power Conditioner, 115V AC, 1-PH. CLIN 0002: Quantity of seventeen (17), part number 5000220A-14, Filter Assembly, EMI, 10GA, 1-PH. HiRel System LLC is the developer, designer, and manufacturer of the hardware, which are proprietary. This equipment has been shock, vibration, and functional tested and qualified. These power conditioners and the filter assemblies are required for proper operations of MK 41 VLS launch computers and communications between various IIT launch systems. This equipment must be compatible and shall be utilized with MK 41 Vertical Launching Systems throughout the fleet. This equipment must meet all of the following technical requirements: Proposals will be evaluated on: Technical acceptability, lowest price and delivery after contract award. Priority is on receipt of the power conditioners and the filter assemblies, partial deliveries are acceptable at no additional cost. The award will be in accordance with FAR 13.5 Test Program for Certain Commercial Items. Proposals will only be accepted from HiRel System LLC or their authorized resellers. This solicitation document and incorporated clauses and provisions are those in effect through Federal Acquisition Circulars 2005-43, Effective 02, August 2010 & Class Deviation 2009-O00009 and Defense Acquisition Circular DCN 20100820. This procurement is not restricted to small business. NAICS Code associated with this procurement is 335999; the Small Business Size Standard is 500 employees. All offerors must include a completed copy of FAR 52.212-3, Alt. 1 Offeror Representations and Certification “ Commercial Items and DFAR 252.212-7000 Offeror Representations and Certifications - Commercial Items, as part of their proposal. The offeror shall provide a copy of any warranty applicable to the items contained in this solicitation to the buyer. The following FAR and DFAR provisions and clauses apply to this acquisition and are incorporated by reference: 52.212-1 Instructions to Offerors “ Commercial Items applies to this solicitation and is hereby incorporated by reference; Clause 52.212-2 Evaluation “ Commercial Items; 52.212-4 Contract Terms and Conditions “ Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders “ Commercial Items (Deviation). The following DFAR provisions and clauses will be incorporated in full text: 252.211-7003 Item Identification and Valuation (AUG 2008). The following local clauses will be incorporated: Ddl-F20 Receiving Hours of Operation which states all deliveries to the Receiving Officer, Naval Surface Warfare Center, Dahlgren, Virginia, shall be made Monday through Friday from 8:30 a.m. to 3:30 p.m., local time. Deliveries will not be accepted after 3:30 p.m. No deliveries will be accepted on government holidays.; Ddl-F40 Contractor Notice Regarding Late Delivery which will require the Offeror to give the Government notification if delivery will be late; Ddl-G50 which requires Offeror to submit invoices through Wide Area Workflow. This acquisition will occur via a Firm Fixed Price (Commercial) contract. Offerors must propose in accordance with the requirements above to be eligible for award. The closing date is September 27, 2010 at 4:00 PM Eastern Time. Anticipated Award date is September 27, 2010. All pricing shall be FOB Destination. Delivery shall be no later than 15 days after contract award. THE GOVERNMENT WILL NOT ISSUE A WRITTEN REQUEST FOR PROPOSAL AS ALL ITEMS ARE IDENTIFIED IN THIS NOTICE.
