- Request for Quote COMBINED SYNOPSIS - SOLICITATION FOR COMMERCIAL ITEMS (IAW FAR 12.603 (c)) (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. FAR subpart 13.5, Test Program for Certain Commercial Items is applicable. This announcement constitutes the only solicitation. Proposals are requested and a written solicitation will not be issued. (ii) This solicitation/synopsis reference number is F1M3E90167A008 and is being issued as a Request for Quote (RFQ). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-43, Effective 2 Aug 2010. (iv) This acquisition is 100% set-aside for small businesses. The associated NAICS code is 335313 with a 750 employee size standard. (v) Contractors shall submit a lump sum quote CLIN 0001, 9 EA, for Siemens Voltage Regulator CAT# 10-07.6-333.0. 333 KVA Voltage Substation Regulators, Voltage with MJ-4A Control Panel. 333 KVA, 7620 V +/- IN 32- 5/8% steps, 328 AMP. Single Phase type JFR, 60 HZ, 55 Degree C Rise, 95 Bil. BRAND NAME Requirement. All responsible sources may submit a quotation, which shall be considered. The 628 CES/CERF Electric Shop requires 9 EA high voltage regulators in order to meet a recommendation through a power survey and study. These regulators will allow for the redundancy of circuits and allow for minimal down time in the event of circuit failure. The regulators currently installed in the Charleston AFB power plant are made by Siemens and are only compatible with other Siemens regulators. In order to use any other type of regulator, significant modifications would be necessary. In addition, 628 CES/CERF currently maintains replacement parts and bench stock items for the Siemens regulators. Even after modification, other brand regulators would require maintaining another set of replacement parts and bench stock items. The cost of modifying another brand's regulators to work with those currently installed as well as the cost associated with maintaining replacement parts would make the use of another brand cost prohibitive. Therefore, Siemens regulators are the only brand that will meet the need. (vi) F1M3E90167A008 Siemens Voltage Regulator CAT# 10-07.6-333.0 for Charleston Air Force Base, South Carolina. (vii) Delivery & acceptance instructions, FOB destination. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers in the following relative order of importance: 1.Technical capability of the item offered to meet the Government requirement. 2. Price. Technical factors when combined, are approximately equal to cost.
