GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR BACKGROUND: This position is located in the U.S. Embassy/Narcotics Affairs Section (NAS), Bogota, Colombia. This position provides planning, operational and logistical support and contract oversight for the bilateral counter-narcotics aviation program in Colombia and its fleet of DOS/INL aircraft. The end game of the bilateral CN aviation program in Colombia is the curtailment of the supply of illegal drugs from Colombia into the United States through aerial and airmobile eradication of drug crops, interdiction of refining laboratories and trafficking activities, and other enforcement operations. PURPOSE: The purpose of this personal services contract position is to provide an Aviation Maintenance Advisor for the bilateral CN aviation program in Colombia. The incumbent serves as the aviation maintenance advisor to assist the in country aviation advisor, by providing aviation maintenance, operations and training expertise for program implementation, direction and execution oversight in support of host nation counter-narcotics (CN) efforts. The incumbent advises/oversees the aviation support contractor and host nation aviation maintenance training and standardization. The incumbent is required to assist in the development, coordination, and implementation of aircraft maintenance systems, procedures and plans in support of counter-narcotics operations. The incumbent reviews, develops, implements and/or contributes to a wide variety of plans, policies and procedures for organizing, maintaining, training, and deploying Office of Aviation assets. SUPERVISORY CONTROLS: The incumbent reports to and is supervised by the Senior Aviation Advisor in Colombia, to ensure compliance with INL/A aviation policies, directives, and operations/training standards by contractor and host nation personnel. The individual exercises some latitude for independent action and refers unusual or unique actions to the Senior Aviation Advisor for his direction/guidance. Completed work is reviewed for timeliness and effectiveness. 2. STATEMENT OF WORK Perform oversight and evaluation of contractor operations. This oversight includes, but is not limited to reviewing and recommending approval of waivers to published directives regarding Office of Aviation aircraft, reviewing contractor maintenance procedures, and monitoring contractor and host nation maintenance test pilot proficiency. Submits periodic written evaluations of the contractor's activities, and provides comprehensive award fee input to the Senior Aviation Advisor regarding contractor activities related to host Aviation support for inclusion in the monthly award fee evaluation. Assist the Senior Aviation Advisor in directing and coordinating aircraft and personnel deployments within Colombia for the purpose of destroying coca and poppy crops through aerial eradication, intercepting illegal drug shipments through aerial interdiction, and provide counter-narcotics aviation training and support for the institutionalization program. Develop, coordinate, organize, and implement comprehensive aircraft maintenance systems and procedures for the Colombia Site. These operational systems and procedures include, but are not limited to the Department of State Aircrew Training Program; Department of State Aviation Operations Directives; Department of State Guide to Aviation Training and Standardization; Department of State Aircrew Training Manuals; DoS Maintenance, Production Control and Quality Control Plans; Office of Aviation Standard Operating Procedures for counter-narcotics operations in Colombia and Deployment procedures in support of host nation operations throughout Colombia. Develop aircraft maintenance policies/procedures and new training requirements (through the contractor and the Office of Aviation training/standardization staff) for the purpose of enhancing aerial eradication and aerial interdiction operations. These include, but are not limited to maintenance support of Night Vision Goggle aerial eradication and interdiction tactics, and armed helicopter escort tactics/rules of engagement/aerial gunnery in support of the counter-narcotics mission in Colombia. Provide direction and guidance to the contractor and hosts nation aviation maintenance activities and personnel for the purpose providing adequate assets in support of destroying coca and poppy, and interdicting the flow of the finished narcotic products into the United States. This activity includes; but is not limited to, planning and coordination with U.S. Department of Defense, Department of State, Drug Enforcement Agency, Customs, other federal agencies, and host nation law enforcement agencies for the purpose of destroying illegal narcotics crops through aerial eradication and intercepting illegal drug shipments through aerial interdiction operations. Provide direction and oversight for contractor and host nation aircraft maintenance training and standardization. Implement DoS INL Office of Aviation flight regulations, aviation maintenance training and standardization, and aircrew training programs. Provide oversight of the maintenance test pilot standardization program. Collect, review, and disseminate data on aircraft maintenance policies/procedures, techniques, and employment in support of the counter-narcotics mission of the Office of Aviation. 3. MINIMUM REQUIREMENTS U.S. citizen, subject to State Department Secret level security clearance Basic knowledge of Maintenance Test Pilot Training and Standardization Programs, to include operating directives, training and standardization publications, aircrew training manuals, and related maintenance documents. Basic knowledge of U.S. Federal Aviation Administration regulations, including, but not limited to FAR Part 1, 61, 67, 91, 135, 137, 141, 143, and 830. Basic knowledge of fixed and rotary wing aircraft maintenance and test flight procedures, including capabilities, limitations and record keeping requirements for aircraft used by the Office of Aviation. Broad knowledge of and experience in the formulation of plans and policies pertaining to aircraft maintenance management and unit level flight activities. Should have a basic knowledge of command communications, government intelligence procedures, and aircraft maintenance procedures. Knowledge of and skill in operation of desk-top computer based word processing systems. Experience as an aircraft maintenance manager and/or test pilot in a military or civil organization involved in the training and standardization of maintenance personnel and test pilots, the employment of aircraft in a high threat environment, and the deployment of aircraft to OCONUS locations is highly desirable. Knowledge of the Spanish language is desirable. 4. COMPLEXITY Assignments include analysis of all facets of aviation maintenance management and involve a fleet of fixed wing and rotary wing; tactical and transport aircraft, which function within an integrated program of diverse counter-narcotics missions. These missions include aerial eradication; aerial interdiction; forward area aerial re-supply, replenishment, sustainment and host nation aviation training. Incumbent must apply specialized and professional knowledge to oversee maintenance standardization of aviation support contractor and host nation mechanics and maintenance test pilots operating under the DoS program in Colombia and at multiple forward operating locations. The incumbent oversees multi-national/multi-cultural mechanic and maintenance test pilot training programs, plans, policies, and procedures for the Office of Aviation, coordinates recommendations from staff officers, consults with the Senior Aviation Coordinator and the Director of Operations, Office of Aviation regarding ongoing projects, provides guidance to Standardization Pilots, and contractor and host nation Aviation Unit and PASA operations personnel, and oversees implementation of the program. The incumbent performs continuous analysis of interrelated issues of effectiveness and efficiency affecting the Office of Aviation's aviation program that will improve flight safety of aviation operations in support of the counter-narcotics mission. 5. PHYSICAL DEMANDS The work is both physical and sedentary in nature and involves activity at both the main and field locations. May require some physical exertion and dexterity. Incumbent must be able to independently perform field work in remote areas for extended periods without assistance. 6. WORK ENVIRONMENT The work is conducted in an office or aircraft hangar with extensive travel to the field for meetings, conferences, activity reviews, and field inspections and or program evaluations. Field sites in Colombia have been declared hazardous duty locations by the Department of State due to hostile activities of the narco-traffickers and therefore pose significant risk to the incumbent. 7. EVALUATION CRITERIA: Factor 1: Offeror's experience and knowledge in developing, coordinating, organizing, and implementing comprehensive aircraft maintenance and logistical support systems and procedures. Factor 2: Offeror's demonstrated experience in performing oversight and evaluation of contractor aircraft maintenance, maintenance training and logistics programs. Factor 3: Offeror's experience in directing and coordinating both fixed wing and rotary wing maintenance and logistical support and in providing maintenance, maintenance training and logistical support for programs. Factor 4: (Past Performance). Offeror's previous experience and quality of performance. (Evaluator may use all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from references.)
