Description
We intend to make direct award to Lockeed Martin Sippican, Inc for the following equipment: 1 ea. Non-Differential GPS LMG6 Rack, 1 ea. 403 MHz Low Angle Antenna System and 100 ft. of Cable, 1 ea. Antenna Surge Suppression Kit, 1 ea. Win9000 Software. Also included is 150 ea. 403 MHz GPS LMS6 Radiosondes and 1.5 days on-site traning and installation. The Utah Test and Training Range (UTTR) requests an upgrade to the GPS wind finding to the existing weather system to be sole sourced to Lockheed Martin Sippican, Inc who is the original manufacturer and sole proprietor of the existing weather system. The antenna, hardware, and software needed are unique to the weather system and cannot be provided by another source. The LMS antennas, radiosondes, ground receiving system and/or associated software are not interchangeable with other radiosonde processing systems. In order for the system to be upgraded, the parts and radiosondes must be purchased through Lockheed Martin Sippican, Inc. The current Sippican weather system was purchased in 1995 for around $50, and has worked well until this year when the wind finding method became obsolete. By upgrading the wind finding antennas and software, purchasing a new system becomes unnecessary. A complete, new system would exceed $83,000.
