- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Reference number is W912HQ-10-T-0072 is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-43. The closing date of this synopsis/solicitation is 26 Sept 2010 at 12:00 P.M. EDST. The requirement is set aside for small business and the associated NAICS code is 423610. Contract Line Items: Line Item 0001 Megger MPRT8430H3T6A2 Protective Relay Test Set; 2 each $__________ Description: Two (2) Megger Protective Relay Test Sets Model # MPRT8430H3T6A2 are needed. Background: The Prime Power School currently has a class that trains soldiers on the Megger MPRT8430H3T6A2 Protective Relay Test Set. In order for students to have more hands on training, two more of these units are needed. This specific brand/model is needed because the instructor is not allotted enough time to teach more than one type of test set and this test set is the one primarily used in the field with the 249th. Scope of Work: Provide and deliver Megger Protective Relay Test System, Model # MPRT8430H3T6A2 Deliverables: Megger Protective Relay Test System (MPRT) with Case and Manuals Technical Specifications: "Large Color LCD touch-screen display "High powered Voltage-Current amplifiers (VI-Gens) "Metered outputs and a timer to provide extremely high accuracy "Provide internal storage of test set-up screens and test results. "Provides either through manual control or computer control, both steady-state and dynamic testing of protective relays. This includes programmable waveforms with dc offset and harmonics. "Provide 10 programmable inputs, and 6 programmable outputs. "Provide timing and logic operations in real-time with the output voltage and currents. Binary inputs can be programmed, using Boolean logic, for more complex power system simulations. "Provide programmable normally open and closed contacts to simulate circuit breaker operation for testing reclosing relays. "Have a RS-232 serial port "Have a Ethernet port "Have a IEEE-488GPIB interface Warranty: Contractor shall provide a warranty on all parts and accessories and include cost of freight and delivery. Delivery Schedule Contractor shall deliver all items identified under the scope of this contract. Delivery Date Delivery is scheduled for 30 days after date of award.
