- QUESTIONS: 1. Government CLIN 0001 Requirement: "Virtually no blue" Vet2Fed Clarification Request: We have searched the LG Website, the LG "Name Brand" Model 42LD520 Product Brochure and the User's Manual. There are no instances or references to the Government specification. Please provide the specific reference or the technical equivalent to what appears to be a "marketing term" and not a technical specification. 2. Government CLIN 0001 Requirement: "100,000:1 dynamic contrast ratio" Vet2Fed Clarification Request: The problem with "Dynamic Contrast Ratio" is that there is no "Standardized Testing Procedure/Standard" by which all manufacturers' must measure and report the ratio. American National Standards Institute (ANSI) is the National Institute for Standards and Technology (NIST) recognized body for determining such specifications for Panels. There is no such "standard" test from ANSI. Vet2Fed Recommendation: Respectfully, the government should remove the requirement or provide a standard by which vendors can be evaluated equally. The requirement is not objective and therefore makes the solicitation highly subject to protest. The removal of this specification would allow greater competition of quality manufacturers such as Sony, Philips, Samsung, and Vizio. 3. Government CLIN 0001 Requirement: "2 composite video; 1 component video" Vet2Fed Clarification Request: Composite video is a "legacy" technology. The government is procuring a product with the "latest/greatest" features. Composite video only provides up to 240 lines of resolution, whereas, Component Video provides 1080 lines of resolution. Vet2Fed Recommendation: Respectfully, the government replace the current requirement with "1 composite video; 2 component video". The change of the subject language would allow for greater competition and better technology, while still providing the government with an input capable of handling "legacy" video equipment. 4. Government SOR Requirement: "116 42" LCD monitors" Vet2Fed Clarification Request: When we add the 59 in requirement 1, the 46 in requirement 2 and the 13 in requirement 3 - a total of 118 units are required. 5. Government SOR Requirement: "Provide and install all wiring, connectors, equipment, racks and hardware required to complete this job" Vet2Fed Clarification Request: a. What specific wiring requirement does each installation have? Example: TV1 - SOC, Maxwell AFB, AL 36112 requires "behind the wall" installation (wall is constructed of drywall on wood). TV1 will be connected to a DVD and a PC - each will be located 15 feet away. The vendor will provide an HDMI cable for the DVD player, and a VGA 15 pin cable for the PC. Power is located at the same location as the DVD and PC. TV2 - SOC, Maxwell AFB, AL 36112 requires "on top of the wall" installation (wall is constructed of concrete which will require a raceway to conceal wiring). TV2 will be connected to a VCR, DVD and a PC - each will be directly below the TV - less than 3 feet away. The vendor will provide a composite video cable for the VCR, HDMI cable for the DVD player, and a VGA 15 pin cable for the PC. Power is located at the same location as the VCR, DVD and PC. TV3 - SOC, Maxwell AFB, AL 36112 requires Basic Installation. Vendor does not have to provide behind the wall or on top of wall (with raceway) installation. TV3 will be connected to a set-top Satellite box with RG6 cabling (government provided). Set-top Satellite box is directly below the TV - less than 3 feet away. Power is located at the same location as the VCR, DVD and PC. b. What specific connectors does each TV or component, by location, require? c. What specific "racks" does each TV or component, by location, require? 6. Government SOR Requirement: "Provide sufficient training to AF personnel to allow them to proficiently operate the installed equipment." Vet2Fed Clarification Request: Is it correct to assume that the equipment training is limited to the TV and the wall mount ONLY. 7. Vet2Fed Clarification Request: Will the government provide storage for televisions during installation? 8. Vet2Fed Clarification Request: Does the government expect inside delivery or loading dock? ANSWERS: 1. I don't know what this is about. I don't remember anything about "Virtually No Blue" I believe it's supposed to read "Virtually No Blur" 2. 100,000:1 is what WE are requiring. 3. This is what we are requiring. 4. The total number of 42" LCD monitors should be 105. Some CLINS were removed by Ms. Pittman. 5. a. Wiring will vary by location. Expect any combination of RF, VGA (D-Sub15), HDMI, component and composite Video. Audio will be either PC audio of AV audio. b. See above. c. The word 'racks' should be deleted. No racks are required. 6. Vendor is correct. Only training required is how to operated the TV. 7. Pre-installation storage is the responsibility of the vendor. 8. Delivery will be 'inside'. In most locations a dock is not available.
