Description
Arcata Associates, Inc has a requirement for 1 each AUP8463 MGW-X100 IPTV Platform,1 each AMP0989+AMP0992 MGES-6000 4xHD-SDI H.264 Encoding Blades set, 1 each ASM8425,Maintenance and Support Optibase Silver Service Program, 1 each ASM6017 installation,configuration, testing, and training for operation of IPTV systems and managementsoftware by Optibase onsite engineer, 1 each ASM7706 travel and expenses fees for onsiteinstallation and training.Arcata Associates, Inc intends to purchase the items from Optibase, Inc. 625 Ellis StreetSuite 102 Mountain View, CA 94043Optibase, Inc. is the only responsible source that is capable of satisfying the agencysunique need for the following reasons:NASA Dryden Flight Research Center already owns over $100,000 worth of hardware andequipment purchases specifically to work with the existing software we already have fromOptibase. To attempt to purchase this hardware, software, and support from anothercompany would entail replacing most, if not, all of our existing equipment and that costwould be prohibitive.The time and research needed to evaluate any other bid and process would exceed themonetary and personnel resources we currently have to devote to this project and costmore than the purchase price. The time would greatly reduce if not eliminate ourabilities to meet our other obligations to our NASA customer in all other areas.The prime location for this procurement will be at the NASA Dryden Flight Research Centerbut the broadcast will also be available to the Dryden Operations Aircraft Facility.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 2:30 p.m. Pacifictime on October 07, 2010. Such capabilities/qualifications will be evaluated solely forthe purpose of determining whether or not to conduct this procurement on a competitivebasis.A determination by the Government not to compete this proposed effort on a fulland open competition basis, based upon responses to this notice, is solely within thediscretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.
