Description
Overview: The Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI) is the Center of Acquisition Excellence for Army training simulations. The PEO STRI Project Manager for Constructive Simulation (PM ConSim) is seeking commercially available products or prototypes that can be used to train Army commanders and staffs in attack the network operations actions and activities designed to reduce Improvised Explosive Device (IED) effects and interrupt the enemys chain of IED activities by identifying and exploiting vulnerabilities and enabling offensive operations. Challenge: Army units require a training capability to prepare battalion and brigade level leaders and staff on attack the network skills. The strategy outlines a capability that integrates gaming and simulation tools, classroom instruction, and training with local governments. The purpose is to train commanders and their staffs at brigade and lower to execute the Military Decision Making Process (MDMP) during Attack the Network Operations. The AtN operation includes actions and activities designed to reduce IED effects and interrupt the enemys chain of IED activities by identifying and exploiting vulnerabilities and enabling offensive operations. The offense disrupts the enemys innovation cycle and buys time to create additional IEd countermeasures. This effort is accomplished through intelligence, surveillance, reconnaissance, information operations, counter-bomber targeting, device technical and forensic exploitation, disposal of unexploded and captured ordnance, and persistent surveillance directed toward defeat of the enemys capabilities. PEO STRI is searching for simulations, tools, games or components that could work with existing or emerging Army simulations and Battle Command systems as part of a toolkit with or without modification or integration with other subsystems. Concept papers will not be considered. The simulation, tool, game or component should provide a simulated operational environment that supports the following, as well as the items in the attached requirements document. "Use of the Area, Structures, Capabilities, Organizations, People, and Events (ASCOPE) analytic construct to define operational variables "Use of the Political, Military, Economic, Infrastructure, Information, Physical Environment, and Time (PMESII-PT) analytic construct to define operational variables "Use of organic and non-organic enablers, "Use of Intelligence Preparation of the Battlefield (IPB), pattern analysis, and link analysis "Use of biometrics, site exploitation, and forensics "Positioning of C4ISR to stimulate battle command systems Key features of the overall system will be that it "Operates on low-cost, common PC-type computers "Operates at home station and deployed "Requires minimal setup and support "Supports single or multiple players "Supports 2-D and 3-D displays "Provides real time after action review "Can run real time and faster than real time, can warp time and can stop and replay time when key thresholds are met "Stimulates the program of record and non-program of record Army command and control systems "Uses geo-typical and geo-specific terrain data bases that are rapidly created and modified "Provides robust 2D and 3D scenario editing capability and provides the ability to modify the scenario during scenario execution supporting observer/controller function such as the ability to emplace IEDs, OPFOR, civilians, vehicles, trash, and barriers Responses: The purpose of this RFI is to identify software solutions that can either meet the attached requirements or a subset thereof. Candidate solutions will be evaluated for technical compliance with the requirements followed by a user operational evaluation.
