Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. Note: The Naval Undersea Warfare Center, Division Newport, Rhode Island is NOT accepting quotes or proposals via submission through NECO. The Naval Undersea Warfare Center Division, Newport, proposes to award a Sole Source,Firm Fixed price order to the University of Connecticut to acquire commercial services for the characterization/development of semiconductor wafer processing recipes and the development of Mechanical Micromachined ultrasonic detectors. Sole Source procurement is warranted for previous fabrication experience that can be leveraged to greatly reduce fabrication development time and expense. If alternative laboratory facilities were used proto-type expenses would increase due to increased fabrication recipe development time, increased mask development time, increased costs associated with additional process characterization diagnostics (scanning electron microscope, atomic force microscopy and other diagnostics required to characterized process performance), travel expenses would increased and flexibility in work schedule would be reduced. In addition, laboratories at the university houses capacitive measurement tools required to characterize proto-type performance resulting in further cost savings. Approximate issuance of the solicitation is 24 Sept 2010. This acquisition will be processed as a commercial effort per FAR part 12.
