Description
NOTE: As of 21 Sep 2010, approval to release the SBS solicitation has not been received. The revised solicitation release date and site visit dates provided in this posting are realistic dates that the Government anticipates achieving. However, these dates are tentative, and could still be changed. Continue to monitor this posting for updates. The Mission and Installation Contracting Command (MICC) Center - Fort Sam Houston, Texas, is soliciting proposals from contractors able to provide Support Base Services (SBS), as described in the SBS PWS, at Army Installations across the Continental United States and in Hawaii. The performance-based contracts will be designated as the primary Installation Management Command (IMCOM) vehicle to obtain garrison augmentation support services for not inherently governmental functions that exceed organic capabilities in supporting the Army Forces Generation (ARFORGEN) process. The SBS PWS covers the following 12 functional task areas: Task 1 - Plans; Task 2 - Training; Task 3 - Mobilization; Task 4 - Security; Task 5 - Human Resources; Task 6 - Finance; Task 7 - Material Management and Supply; Task 8 - Services; Task 9 - Movements; Task 10 - Equipment Readiness and Maintenance; Task 11 - Billeting and Facilities; and Task 12 - Information Management. The SBS requirement will be solicited as a total small business set-aside. The North American Industrial Classification System (NACIS) code for this acquisition is 561210, Facilities Support Services with a small business size standard of $35.5 Million. An indefinite-delivery, indefinite-quantity (ID/IQ) multiple award task order contract (MATOC) will be awarded with an anticipated base period of twelve months and four 1-year option periods. Anticipated base period of performance is 1 May 2011 through 30 April 2012, with options ending 30 April 2016. The Government anticipates making six to eight awards with an anticipated minimum guarantee of $10K for the base period only. The estimated ceiling amount of the SBS MATOC is $983M for the life of the contract. Option periods will be exercised at the Governments discretion. Funds are not currently available for this requirement. This project is Subject to Availability of Fiscal Year 2011 Funding. The Government reserves the right to cancel the solicitation, either before or after the proposal opening with no obligation to the offeror by the Government. Proposals received in response to this solicitation will be evaluated in accordance with procedures outlined in Federal Acquisition Regulation (FAR) Part 15.101-1. The solicitation is anticipated to be issued/posted on or about 1 October 2010 under solicitation number W9124J-10-R-0024 to the Federal Business Opportunities website. All contractors interested in this project must register at this site. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. A pre-proposal conference and site visit will be held at Fort Bliss, Texas, the date and time will be provided in the solicitation. For planning purposes only, the pre-proposal conference and site visit is tentatively scheduled for 12-13 October 2010. All contractors are encouraged to attend and should register in accordance with the requirements to be provided in the solicitation. Site visit/pre-proposal conference registration information and an agenda will be provided in the solicitation.
