- Fed Biz Ops 21 Sep 10 Award Announcement WIPER - 20 Sep 10 COORDINATION AND APPROVAL DOCUMENT (also known as Justification Review Document (JRD)) Amendment # 2 to Fed Biz Ops Announcement as of 21 Sep 10 This is Amendment # 1 to FA9453-09-R-0007 and FA9453-10-R-0001, Original Approved JRD on 7 Oct 2009 for Wave-Induced Precipitation of Electron Radiation (WIPER) Payload for the Demonstration & Science Experiments (DSX) for Fed Biz Ops Posting Contract Awarded: 20 Sep 10 Purpose & Acquisition Update Summary. 1. Pursuant to AF FARS IG 5306, Chapter 4, J&A Procedures, (b), (2), the original JRD posted in Fed Biz Ops on 19 Nov 09 for FA9453-09-R-0007 and FA9453-10-R-0001 has been amended. The original approved J&A amount of $2,417,000.00 increased to $4,564,304.00 due to a change in the government estimate in both manning and labor mix for the work to be done in order to meet the government's needs to support the Wave-Induced Precipitation of Electron Radiation (WIPER) payload for Demonstration & Science Experiments (DSX) expected to be flown in FY 13. 2. The period of Performance is expected to be a total of 60-months from the effective date of award divided into four tasks instead of six using options to meet Space Command's on-demand launch requirements to better support the DSX program efforts as described below: (A) Integration & Test Support (Basic). The DSX Program requires engineering services for the WIPER payload, located at Kirtland AFB, during payload integration onto the spacecraft, spacecraft assembly and spacecraft integration and testing. (B) Storage Support (Option). DSX spacecraft will be in storage awaiting delivery to launch facility through the time it is delivered to the launch integration facility. (C) Launch Preparation Support (Option). The DSX Program will require engineering services as needed for monitoring the health of the WIPER payload during the period that it is in storage, pre-shipment activities to the launch site, shipment to the launch site, and arrival and check-out at the launch site. (D) Mission Operations Support (Option). Engineering services for WIPER during the intense period of early orbit check-out related to the WIPER instrument will be required. DSX Program requirements for this period include, but are not limited to, WIPER payload turn-on and commanding consultation, monitoring of WIPER's status and health, data acquisition, and verification that the WIPER payload is ready to begin mission operations. 3.
