Description

The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), Acquisition and Property Division, Beltsville, MD intends to issue a sole source award to PROQUEST LLC, 789 E Eisenhower Parkway, Ann Arbor, MI 48108-3218 for electronic access via the internet for all USDA users to the Aquatic Sciences and Fisheries Database and the Water Resources Abstracts Database including perpetual data rights to the content for the period 9/30/2010-09/29/2011. The Government believes that only one responsible source, PROQUEST, can satisfy USDA'S requirements. Interested parties may submit an offer for consideration no later than 1:00 PM EST on September 24, 2010. Responses received after the specified due date and time will not be considered for award. Capability must include the provision of perpetual data rights to journal content. If no affirmative responses are received by the closing date and time, an award to PROQUEST will be made. The determination to open this action for competition is solely at the discretion of the Contracting Officer.
