- This is not a solicitation and does not constitute a commitment or an obligation by the government. The Department of Veterans Affairs, VA Pittsburgh Healthcare System, Pittsburgh, PA, intends to negotiate a sole source contract with Conmed Endoscopic Technologies for two Beamer Systems and five mates. The System features include 2 Pulse Cut Modes for Polypectomy, 2 Pulse Cut modes for Sphincterotomy, choices in the level of hemostasis, tissue sensing (power delivered automatically changes throughout the cycle resulting in a more controlled cut), true ON/OFF technology (no energy is delivered when the Pulse Cut duty cycle is OFF), current energy in a Pulse Cut Mode can be customized based upon clinical challenge (G Levels 1-5), Argon Probe offers visual contrast of the probe against the mucosa and guides argon beam flow for targeted therapy, long focused argon beam allows user to maintain a safe distance from the mucosa minimizing the risk of touch re-bleeds and helping to reduce the risk of perforation and damage to normal tissue, low argon flow rate system decreases the risk of embolism lowers patient discomfort due to over distension and helps to reduce procedure time, Argon Beamsnare Probe (all in one proprietary device that allows physicians to remove large sessile polyps or lesions with a super stiff wire and coagulate the residual tissue with APC reducing the number of device exchanges and procedure time), Built-In Patient Control system (monitors and displays on the working screen the quality of skin contact to the neutral electrode), BiCap Sense Stop (current is automatically deactivated as soon as a preset coagulation degree has been reached), Universal BiCap port eliminates need for adaptors, audio feedback, pictograms, program customization (last 6 programs used are listed on the working screen for rapid access in advanced cases and up to 99 programs can be stored with physician preferred settings), no-charge BioMedical training course for one Technician, 2 year warranty (all service is performed in the U.S. by ConMed and free loaner equipment will be provided during the warranty), extended warranties available for up to eight years. Another function the system has is preferred physician settings. Each physician may want different cautery/cutting blends during any given procedure. Some physicians may want more burn than cautery and vice versa. This cannot be integrated with ERBE, but with Conmed, the program is plugged in with the physicians name and when that physician is using the generator, all that needs to be done is to hit the physicians name on the screen and the settings are ready. Keep in mind, this is not a piece of equipment that is used every so often. It is used daily and most of the time in every case. It is essential to patient safety that we keep up with the latest versions of equipment to ensure we are providing the safest and best care our veteran patients deserve. This acquisition is conducted under the authority of FAR 6.302-1 - Only one responsible source. Anticipated date of award is September 30, 2010. Vendors who wish to identify their interest and capability may notify the Contracting Officer, in writing, no later than 4:30 P.M. on September 22, 2010.
