AMENDMENT NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is 00HCVHD-2010-88576 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-44. The associated North American Industrial Classification System (NAICS) code for this procurement is 423450 with a small business size standard of 100.00 employees. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2010-09-24 17:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Chamblee, GA 30341 The Centers for Disease Control & Prevention requires the following items, Brand Name or Equal, to the following: LI 001, MVE 11922684; FNL MVE 1839-F-CDC LN2 FREEZER, 6, EA; LI 002, MVE 14698518; TEC 3000 UPGRADE CDC CONTROLLER PANEL, 20, EA; LI 003, FREIGHT/SHIPPING and INSTALLATION COSTS (Please see buy terms), 1, LOT; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, Centers for Disease Control & Prevention intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. Centers for Disease Control & Prevention is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. Failure to comply with the below terms and conditions may result in offer being determined as non-responsive. New Equipment ONLY; NO remanufactured or "gray market" items. All items must be covered by the manufacturer's warranty. Bid MUST be good for 30 calendar days after close of Buy. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. Offeror must be registered in the Central Contractor Registration (CCR) database before an award can be made to them. If the offeror is not registered in the CCR, it may do so through the CCR website at http://www.ccr.gov. The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items - the selected offeror must submit a completed copy of the listed representations and certifications; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34. The full text of the referenced FAR clauses may be accessed electronically at http://www.acqnet.gov/far. The quote from the vendor should include 6 MVE 1839 freezers and 20 TEC-3000 controller upgrade kits. Bid price should include the following costs: shipping, delivery to CDC warehouse, and installation costs to CDC locations where the equipment is to be used. Each freezer will be uncrated and all electronics will be installed on the CDC Roybal Campus and to CDC specifications. The TEC-3000 upgrade kits will also be installed on new or existing freezers by the supplier at no charge. Each TEC-3000 upgrade kit should be installed properly and in working order within 3 hours. Vendor must fully support the Chart/MVE warranty, which is 2 years for the freezer unit electrical system and 5 years for the vacuum jacket, and 2 years for the TEC-3000 controller units. Vendor will service quoted freezers and controllers and respond to requests for emergency response within 24 hours. This is necessary because if there is a problem with one of these units, it may necessitate shutting off the liquid nitrogen supply to many other units located on the same liquid nitrogen supply line, and when this happens, time is of the essence, as freezers only hold enough nitrogen to safely count on only 2-3 days worth of supply of cold (if problem arises when nitrogen level is at its low point). The upgraded controller units are going into BSL 4 maximum containment labs, and the work has to be done when the labs are decontaminated for annual maintenance cycles, all on different schedules because all labs are not decontaminated and down at once (CDC must always have one available). This will require a minimum of six (6) site visits/year based on the current configuration and maintenance cycles of the high containment laboratories until all of the TEC-3000 controller units are installed, and additional site visits if newly-purchased MVE equipment malfunctions. Newly purchased freezers must be compatible with existing freezers and alarm monitoring systems. Existing freezers have undergone specific alterations in the piping configuration, such as the use of a single solenoid valve to control the flow of liquid nitrogen into the freezer and an added port for an inline temperature probe. This temperature probe is specific to CDC freezers and it allows us to monitor the temperature inside the fill line. The reason we need to monitor the temperature in the fill line because this acts as a failsafe mechanism to prevent overfills of liquid nitrogen. If CDC has a freezer over fill in a BSL 4 area it could cause hundreds of thousands of dollars in damage to a very sensitive floor, not to mention a potential health hazard to CDC if the floor is cracked in such a sensitive area. The fill line temperature probe must work in conjunction with the TEC-3000 monitor CDC version. When the liquid level is low inside the freezer the TEC-3000 monitor will call for a fill and open up the solenoid valve to allow liquid nitrogen to flow into the chamber to raise the level. When the level reaches a set point the valve is automatically closed and the filling should stop. In the event that the valve gets frozen open due to moisture freezing or stuck open because of trash in the line the TEC-3000 controller will be able to tell that liquid is still in the fill line when the freezer is at full capacity. This will cause an audible and visual alarm to sound on the freezer. The next specific features on the freezers that CDC requires involve communications. CDC has developed and has in place the OPTO 22 system that is used in the CDC/ATSDR Specimen Packaging, Inventory and Repository (CASPIR) management system to track and monitor the operating conditions of the freezers. The freezers require a serial port for data communications with the OPTO system. The OPTO system has the ability to check liquid nitrogen level, internal temperature, and any alarm situation. An example of an alarm situation would be an overfill alarm or a high temperature alarm that could be used as a warning to get product out a faulty freezer. OPTO allows CDC to remotely monitor and control freezers. This helps in off-hour issues and BSL-3 or BSL-4 labs where access is strictly controlled. The OPTO system has worked well but is now being replaced by American Type Cultures real time program called Control Center Program that works off of an ASCII format language. New freezers and controller units must have the ability to communicate through an RS 485 Ethernet port to the Control Center Program. This communication element gives CDC the ability to monitor and communicate remotely to all MVE freezers installed on the network. The ATCC staff has the ability to control the freezers and log the data of the freezers. The TEC-3000 monitors internal temperature, liquid nitrogen level, fill line temperature as well as a very unique liquid nitrogen usage per day tracking system. This number is used to monitor tank efficiency and could be a warning before a catastrophic vacuum failure. All of these attributes of the freezers are recorded once per minute 24/7, into a database. CDC and the vendor must use this data to be able to diagnose freezer problems and arrive at a solution to any real or potential problems. Another protection freezers and controller units must have is the new Four Seasons/Johnson Control Gizmo temperature probe. This is a third party temperature probe installed and monitored by Four Seasons to insure a stable temperature at all times inside the cryogenic freezers. A third party temperature probe drop has been installed inside the freezer for this probe on existing CDC models and new freezers must adhere to this requirement. All of these changes are unique to the MVE model freezers CDC has purchased for the last 15 years and new freezers and controller units are expected and required to be fully compatible. Most of the changes are to monitor the environmental changes inside the freezers and have the ability to remotely control a potential hazard without entering a restricted area. Another change that CDC has previously made and may in the future require is to add magnetic security (maglocks) to the freezers if they contain classified (Select Agents) or hazardous product inside. TEC-3000 uses pressure differential technology to determine level and change levels from freezer to freezer. New freezers must utilize this technology. Vendor must remain very flexible with engineers on CDC staff to accommodate any new items or changes made due to new requirements or restrictions of access to freezers (e.g., addition of maglocks).
