- This announcement is NOT A SCREENING INFORMATION REQUEST (SIR) or REQUEST FOR PROPOSAL (RFP). Furthermore, the Federal Aviation Administration (FAA) is not seeking or accepting unsolicited proposals. In accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS), Section 3.2.2.4, the purpose of this announcement is to notify industry of the FAA's decision to enter into a single source award with Adacel Systems Inc. The FAA Capacity Analysis Group is investigating an expansion of air traffic control simulation capability with the Adacel MaxSim simulators. The decision to move to a complete turn-key simulation system manufactured by Adacel was based on our need to have compatibility with other Adacel simulators integrated within the FAA. A market survey of all manufacturers producing simulation systems and capable of being compatible with Adacel MaxSim simulators was conducted. To the best of our analysis, only Adacel could provide us a seamless sharing of simulations. The summary of the analysis shows that Adacel is the only simulation manufacturer that produces a turn-key simulator compatible with Adacel MaxSim simulators integrated currently within the FAA. Failure to obtain this simulation system and the service provided by Adacel will lock the Capacity Analysis Group into a simulator that will lack the capability to share simulations. A competitive solicitation is not available for this procurement. If your firm does not agree with this single source determination, please provide evidence of your firm's capability and experience in delivering such services outlined above and the FAA will evaluate that information accordingly. All responses must be directed to the Contracting Officer, Mario Maccarone, via email (Mario.maccarone@faa.gov) by 4PM Eastern Standard Time, on Thursday, September 23, 2010. The FAA will not pay for any information or any administrative costs incurred associated with any response to this announcement.
