- This is a Sources Sought Notice for the Mine Safety and Health Administration (MSHA). The Mine Safety and Health Administration requires expert services in the area of coal mine respirable dust to develop proposed rulemakings to reduce miners' exposure to respirable coal mine dust and respirable crystalline silica. Respirable coal mine dust and respirable crystalline silica are serious occupational hazards in coal mining; and silica is a hazard found in metal and nonmetal mines. Exposures to excessive levels of respirable coal dust and respirable crystalline silica can cause pneumoconiosis and silicosis, which are potentially disabling and life-threatening. The work is to be performed at the Contractor's site, Public Meeting Venues and other MSHA designated sites. The scope of this contract includes work related to the following: (1) Lowering Miners' Exposure to Coal Mine Dust, Including Continuous Personal Dust Monitors" which combines the following 4 rulemakings: • "Occupational Exposure to Coal Mine Dust (Lowering Exposure), RIN: 1219-AB64;" • "Verification of Underground Coal Mine Operators' Dust Control Plans and Compliance Sampling for Respirable Dust, RIN: 1219-AB14;" • "Determination of Concentration of Respirable Coal Mine Dust, RIN: 1219-AB18;" and • "Respirable Coal Mine Dust: Continuous Personal Dust Monitor (CPDM), RIN: 1219-AB48." (2) Respirable Crystalline Silica Standard, RIN: 1219-AB36. Tasks include: A. Review comments on the Quantitative Risk Assessment (QRA) for respirable dust B. Provide a summary of the dust QRA comments; C. Propose Modifications to the QRA in accordance with public comments; D. Review OSHA's Quantitative Risk Assessment (QRA) for silica; E. Apply the statistical models in the silica QRA to MSHA's exposure data; F. Attend public hearings; G. Review public comments to the proposed rule; H. Review transcripts. In order to fully accomplish this effort the individual providing the service is required to have the following experience and professional knowlege: An advanced and professional knowledge of concepts, principles, practices and modern theory in mathematical statistics and methods as they specifically apply to safety and health risks in the mining industry and comprehensive authoritative knowledge of the statistical issues involved in the Mine Safety and Health Administration's sampling, laboratory analysis, and enforcement programs. An intricate knowledge and understanding of the Mine Act of 1997 and the MINER Act of 2006, other federal safety and health laws and their attendant regulations and standards, and of the nature and quality of available data related to mine safety and health.
