- Description
- The Office for Administration for Children and Families (ACF), Office of Community Services (OCS), through the Division of Acquisition Management, Program Support Center, intends to award a 8(a) sole source contract using simplified acquisition procedures to Apprise, 32 Nassau Street, Suite 200, Princeton, NJ 08542. As part of its Federal responsibilities for LIHEAP, OCS prepares Congressional reports, updates the data that it uses to manage the program and oversees short-term studies related to home energy issues affecting low income households. The reports that OCS prepares include the Annual LIHEAP Report to Congress (Annual Report) and the LIHEAP Home Energy Notebook (Notebook), which supplements the Annual Report. The data that OCS updates includes that which underlies the program’s (1) funding allocation formulas; (2) annual report to Congress (including the statistical addendum); and (3) Government Performance and Results Act (GPRA) performance measures. One of the studies that OCS needs to undertake is an assessment of the reliability and validity of a social science scale, called the Home Energy Insecurity Scale (HEIS), in assessing the home energy status of low income households. This assessment stems from the “LIHEAP Energy Insecurity Study”, contained within the LIHEAP Home Energy Notebook for FY 2008, which pointed to the need to substantiate the Scale’s reliability and validity. OCS needs a research plan to be developed for (1) assessing the HEIS’ reliability and validity; (2) describing the procedures for determining whether the HEIS data can serve to measure LIHEAP outcomes for LIHEAP recipients; and (3) finding the appropriate distribution of low income households along the HEIS thresholds. In preparation for developing such a research plan, OCS requires the establishment of an interdisciplinary work group of experts in the fields of food insecurity, ROMA, energy assistance, and scale measurement. OCS needs outside expertise to carry out the activities that cover these responsibilities. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
