Description
Justification for Other than Full and Open Competition 1.Identification of the agency and the contracting activity and specific identification of the document as a "justification for other than full and open competition." Agency:U.S. Department of Veterans Affairs Contracting Activity: VISN 15 Contracting Office 4101 S. 4th Street Traffic way Leavenworth, Kansas 66048 2Nature and/or description of the action being approved. This document sets forth the justification and acceptance approval for one of the exceptions to full and open competition allowed under Federal Acquisition Regulation Part 6.302-1(a)(2). To establish a contract with Planetree Inc. to provide advisory and assistance services to improve employee and veteran patient satisfaction and environment of care and implement the Planetree patient centered care model within the Kansas City Veterans Affairs Medical Center (VAMC) through other than full and open competition. The Kansas City VAMC also seeks to become a Planetree affiliate hospital. 3.A description of the supplies or services required to meet the agency's needs (including the estimated value). Planetree will provide advisory and assistance services, advice for improvements to physical environment of care, data collection and analysis, assessments and evaluations of current procedures and suggestions for training, decision-making, care, and architectural improvements. In addition, Planetree will provide staff education and training, patient improvement strategies, and detailed project management planning. Contract period is to include a Base Year and two (2) Option Years with an aggregate estimated cost of $215,400.00. 4.An identification of the statutory authority permitting other than full and open competition. The statutory authority permitting other than full and open competition is 41 U.S.C. 253(c)(1). 5.A demonstration that the proposed contractor's unique qualifications or nature of the acquisition requires use of the authority cited. Planetree has 30+ years of experience in patient-focused care and is able to share research, policies and procedures, experience and knowledge from internationally renowned experts and proponents of patient-centered care. The Planetree patient-centered care designation and certification offers significant market differentiation and prestige, national and regional recognition, access to a cadre of health care and design advisors, visibility as a role model and worldwide networking opportunities with other health care facilities who have already implemented Planetree's patient-centered philosophy and programs. This contractor has demonstrated successful outcomes by improving the customer satisfaction scores of other health care organizations similar to the Kansas City VAMC (including facilities in VISNs 2, 3, 5, 11 and 22) and the private sector. The contractor has identified patient satisfaction breakthrough strategies that have repeatedly proven successful in other healthcare organizations. Based on market research as indentified below, it was determined that although some contractors could provide a portion of the required services, only Planetree could provide all of the following requirements: "Onsite, telephone advisory sessions "Proven success in patient centered care principles with regards to space planning and architectural improvement. "Data collection & analysis "Patient education about treatment & services "Comprehensive network of resources in patient centered principles (newsletters, conferences, training sessions) "Assistance and assessment of Kansas City VAMC facilities regarding implementation of patient centered care. "Staff education and training that successfully leads to the cultural transformation of an organization to patient centered care principles. "Detailed project management planning "Patient satisfaction improvement strategies "Informational literature to assist patients in becoming more involved in their care "Proven ability to collect & analyze progress assessment information and tailor facility specific plans for improvement "Experience with focus groups specific to patient centered care principles. 6.A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a CBD notice was or will be publicized as required by Subpart 5.2 and if not, which exception under 5.202 applies. A notice of intent to award a sole source action will be published FBO. 7.A determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable. This contractor will provide information (i.e. other than cost or pricing data), which could include commercial price lists and prices for similar or the same services provided to other customers, to assist the Contracting Officer in determining if the contractor's proposed price is fair and reasonable for the services to be provided. The Contracting Officer anticipates the cost of this procurement to be fair and reasonable. 8. A description of the market research conducted (see Part 10) and the results or a statement of the reason market research was not conducted. Market research was conducted, including an internet search for patient centered care initiatives to determine whether there are other entities that could provide all that Planetree provides. The search was unsuccessful in locating other sources able to match the level of experience required to successfully implement the cultural transformation to a patient centered care facility. In fact, the word "Planetree" came up over and over again with health care organizations that are adopting, or have adopted the patient centered care model. Most other information related to patient centered care had to do with research studies, or organizations such as Joint Commission or Institute for Healthcare Improvement (IHI). 9.Any other facts to support the use of other than full and open competition. None. 10.A listing of the sources, if any, that expressed, in writing, an interest in the acquisition. None. 11.A statement of actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required. N/A. Once the core patient centered care principles are implemented, the need to contract for Advisory and Assistance services of this nature will be reduced. The option to continue to contract for affiliate membership will be evaluated at the conclusion of this contract. 12.Contracting officer certification that the justification is accurate and complete to the best of the contracting officer's knowledge and belief. I certify that this justification is accurate and complete to the best of my knowledge and belief, and that this procurement action is made in good faith with regard for the public interest.
