- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is W91CQ201790001 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-44. The associated North American Industrial Classification System (NAICS) code for this procurement is 333912 with a small business size standard of 500.00 employees. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2010-09-23 17:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Fort Lee, VA 23801 The USA ACC MICC Fort Lee requires the following items, Exact Match Only, to the following: LI 001, PART # H10V-SPEC-TMVERTICAL 9.7CFM 6KPSI 7.5 HPBauer Vertical Compressor/Purifier Modular Truck Package, configured for 9.7 scfm, 6000 psig, 4-stage compressor, 7.5 hp, single-phase motor and integrated Grade E, 67,000 scf purification system. Standard with Bauer long-life, well-cooled, oil-pressure lubricated compressor block with stainless steel intercoolers, high-temperature & low oil pressure shutdowns. Securus purifier monitor with "safe/high moisture/cartridges expired" indicators. Automatic condensate drain system with muffler, reservoir and removable disposal container. Locally mounted gauges for compressor stages and oil pressure as well as locally-mounted purifier gauge. Grade E purifier includes steel mechanical separator chamber and purifier safety vent port(s) to prevent operating system without cartridge(s). Includes PLC with status/fault read out, on/off switch, hour meter, emergency stop button, safety over-time timer, motor controls/protection and UL-rated electrics. The compressor and purification system shall be designed and produced by the same manufacturer. Manufacturer shall operate under a Quality Management System which complies with the requirements of ISO 9001-2008. The system shall be installed, piped and final wired in Fort Lee's truck by a supplier that is factory-certified for the brand of equipment sold. Vendor shall provide system start up and obtain a 1-time Grade D air sample and provide Fort Lee with accredited results. The truck supplied by Fort Lee shall be designed and arranged to allow sufficient space, structural support and ventilation, suitable for a mobile application. Truck exhaust shall be located in the best possible place with respect to the compressor intake so as to avoid possible contamination of intake air. End users shall use caution to avoid introduction of vehicle exhaust and/or contaminants at the scene that could be detrimental for breathing air. Fort Lee is to provide a generator of the proper capacity, voltage, phase as required to power the compressor and/or simultaneous on-board equipment. The truck shall include a pre-wired disconnect and wiring to the compressor compartment., 1, EA; LI 007, PART # SHOP LABORES-SHOP LABOR, 40, EA; LI 008, PART # 25TEST-KITAIR TEST KIT, 1, EA; LI 009, PART # AIRTEST-N1DAIR TEST SINGLE GRADE D, 1, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, USA ACC MICC Fort Lee intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. USA ACC MICC Fort Lee is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com.
