- The Department of Veterans Affairs, Iowa City VA Medical Center, Iowa City, IA intends to negotiate a sole source procurement under the authority of FAR 6.302.1, with University of Iowa, College of Medicine, Department of Radiology, 3970 JPP, 200 Hawkins Drive, Iowa City, IA to perform MRI scans from date of award - 9/1/11. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is VA-263-10-RQ-0636 and issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-43, effective August 2, 2010. The associated NAICS code is 621512 and small business size standard is $13.5 million. The acquisition is not set-aside and is being negotiated as a sole source procurement. The requirement for the University of Iowa MRI scans which includes the following: SCANSEST. QTY UNIT UNIT COSTEST. TOTAL COST 1.Provide necessary labor and materials to perform MRI scans from date of award - 9/1/11 48 Ea $________ $_________ The date of delivery is ordered as being FOB Destination to the Department of Veteran's Affairs, Iowa City VAMC, 601 Highway 6 W, Iowa City, IA 52246. VETERANS AFFAIRS CONTRACTING OFFICER #636A8 DETERMINATIONS AND FINDINGS FINDINGS In accordance with the requirements of FAR 6.302-1(b)(1) and the Federal Property and Administrative Services Act of 1949, 63 STAT, 377 as amended, I submit the following findings: 1.There exists a need at this Medical Center Laboratory for Reagents for flow cytometer. 2.Becton Dickinson offers a 35% discount to the Government so that reagents are competitive with those of other vendors. 3.Becton Dickinson reagents produced less autofluorescence than reagents from other sources, enabling the enumeration of small population of cells, therefore, the performance of the Becton Dickinson antibodies was deemed superior to that of the competition. 4.Validating the performance of new reagents is mandated by HCFA and CAP as requirements for accreditation. This is a timely, expensive, and labor intensive process involving performance of a reference range study of 50-100 patients. This would have to be done if we did not use Becton Dickinson reagents. DETERMINATIONS I hereby determine within the meaning of FAR 6.302-1(b)(1) and the Federal Property and Administrative Services Act of 1949 that: It is determined that it would be in the best interest to the Government to procure reagents from Becton Dickinson in order to provide our veterans with superior performance at a competitive price. Upon the basis of these Findings and Determinations, I hereby authorize procurement of Reagents from Becton Dickinson. GARY L. ROGERS Contracting Officer
