This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. SCOPE OF WORK FOR DRYDOCK REPAIRS ON ST. PAUL DISTRICT M&R CRANE BARGE Barge on which work is required Vessel 1 Crane Barge Wade Barge Information Crane Barge Wade No propulsion Length of hull 70 feet Beam of hull 40 feet Molded depth of hull 6 feet Displacement 182 long tons Constructed in 1964 Hull interior surface paint contains lead. Exterior paint is believed to contain lead. 1. 0 General contract requirements: 1.1 Direction of work - The Contracting Officer, St. Paul District, is the only person with authority to direct work. 1.2 Contractor responsibilities - All work shall be done in accordance with the provisions of contract. Unless otherwise specified, the Contractor is to supply all labor, materials, supplies, and services required to complete all contracted work. The Contractor is responsible for safeguarding vessels from fire, theft, and other damage while in their custody. 1.3 Safeguarding of vessel contents - The Contractor and the Contracting Officers Representative shall jointly create a photographic record of the vessels tools, material, supplies and outfitting before the vessel is turned over to the Contractor for work. The Contractor shall return all tools, material, supplies and outfitting upon completion of work described herein. Another photographic record shall be created at the time the vessel has had all work completed and is being offered for final acceptance by the Government. Any items lost or damaged shall be replaced or repaired. Said items shall be identified to the cognizant government official and subject to inspection and acceptance after confirmation as to suitability and state of repair. 1.4 Painting plan and warranty - The Contractor shall perform surface preparation, priming, and painting in accordance with a plan approved by the supplier of the paint used by the Contractor. The contractor shall furnish a copy of the plan as part of proposal. All surface preparation, priming and painting shall be done in accordance with the plan. As part of the proposal, the Contractor shall supply a paint warranty declaration, signed by the supplier of the paint, that states that the surface preparation, environmental conditions, coating application procedure, and thickness for each area meets the manufacturers requirements for the coating used, and that under normal service conditions, the coating system will maintain its integrity for a period of 5 years. Paint applied to the hull interior surfaces shall be Royal Chemical Void Coat brand or equal. Exterior paint shall be black in color and of a type known by the Contractor to meet the minimum coating life requirement of 5 years. Paint applied in the area of cooler recesses shall be an anti-fouling type. 1.5 Acceptance of work - Final acceptance of work will be made only after satisfactory completion of each line item and any additional line items identified in contract modifications. The final inspection of work will be conducted by the Contracting Officers Representative. 1.6 Crane Barge Wade scope of work 1.6.0 Move the barge from its mooring at UMRM 734 to the Contractors facility. Barge will be made available 15 Nov 2010. The owner will remove the spuds from spud wells and lay them on the barge deck prior to barge being released to the Contractor. The owner will reinstall spuds after the barge has been returned to the Governments possession. 1.6.1 Raise the barge on blocks on a dry-dock. 1.6.2 Pressure wash the exterior surface of the hull. 1.6.3 Conduct a visual inspection of the interior and exterior surfaces of the barge hull plate and spud wells and spuds. Visual inspection will be conducted with the COR present. A written report shall be prepared and submitted to the Contracting Officer for his review. Additional work items will have to be added to this contract in the form of contract modifications. Any work required outside the original scope of work must be approved by the contracting officer prior to being completed. Notify the Contracting Office at least three days in advance of inspection date to allow for owner presence during inspections. 1.6.4 Measure, record, and report the thickness of hull plate at approximately 260 locations on a 4 x 4 grid covering the bottom and four sides of the hull, including rake areas, if applicable. Consult with the Contracting Officers Representative for development of a recommended hull plate cropping and replacement plan. 1.6.5 Develop a detailed estimate of cost of any repairs that are requested by the Contracting Officer as a result of inspections and which are beyond the scope of work defined by paragraphs 1.6.0 Through 1.6.4 and 1.6.6 through 1.6.16. 1.6.6 Pump the bilges of their contents. Dispose of bilge contents in accordance with local requirements. 1.6.7 Install 6 long 1 pipe nipple along hull plate in mid stern area on starboard side at cut in angle framing member. Add 6 long reinforcements to angle legs to repair damage of cuts. 1.6.8 Rebuild port stern bumper with 5 square feet of rolled plate. 1.6.9 Gouge and weld up to 30 lineal feet of rub rail cracks. 1.6.10 Remove and replace up to 30 lineal feet of rub rail with 6 inch diameter, schedule XXS steel half-pipe, rolled flat steel may be substituted for the schedule XXS half pipe. 1.6.11 Crop and replace 20 square feet of heaved and cracked hull plate in port rake. Use 5/16 plate. 1.6.12 Crop and replace up to 100 additional square feet of hull plate with new steel plate of 5/16 thickness. 1.6.13 Clean, sandblast all exterior metal hull surfaces until free of rust, scale, oil, and dirt. Prime and paint the exterior hull surfaces in accordance with Paint Plan and Warranty section 1.4. 1.6.14 Clean and sandblast all interior hull surfaces, Structural members below deck are included in the blast, prime, paint scope. Paint all interior hull surfaces in accordance with Paint Plan and Warranty section 1.4. Main deck surface, deck fittings, winches, spuds, and deckhouse are not included in the area to be painted. 1.6.15 Lower the vessel into the water after completion of all repair work and acceptance of work by the Contracting Officer. 1.6.16 Return the Barge to the Fountain City Service Base at UMRM 734, no later than 15 April 2011. In the event the River has not opened for navigation the return date may be extended with the approval of the contracting officer. 1.7 Inspections. Quality assurance inspections will be conducted on a periodic basic by the contracting officers representative. 1.8 Submittals and Reports 1.8.1 Submittals. Per paragraph 1.4 of this SOW a surface preparation plan and paint warranty statement shall be included as part of the proposal. 1.8.2 Reports. Per paragraph 1.6.3 of this SOW the Contractor shall, as necessary, prepare a report annotating any additional repairs and submit to the COR
