Description
The Cincinnati VA Medical Center has a need for a consultant to aid NCOD in assessing the effectiveness in training programs a systematic and comprehensive strategy to determine the effectiveness, efficiency, and return on investments (ROI) in human capital. The goal is to develop an evaluation model that initially focuses on senior management training and development programs and will be flexible enough to apply to all levels of the organization and across technical fields. The strategy will entail a multistage process to assess training needs, design training programs, recruit trainees, administer training, design assessments of training, and determining receptivity to training. The approach will be a data driven process with a focus on the impact of training on behavior and organizational outcomes. Information collected at each stage of the evaluation will be fed back into the system for the purpose of continuously improving processes. Tasks "Consultation with NCOD Staff "Collecting data on the impact of data on employee perceptions of the work and on performance metrics "Explaining via feedback how training is affecting performance "Develop a methodology for the design of training programs with NCOD "Throughout the project, the consultant will work closely with NCOD staff to ensure that the existing methods for collecting data on performance and impact of the training are consistent with evaluation needs (Task A1) and to ensure that NCOD staff are able to fully exploit the evaluation results in feeding the findings back to VA administrators responsible to funding and scheduling various kinds of training (Task A2). The consultant will also work closely with NCOD staff to develop techniques and products to ensure that the evaluation findings help drive changes in the design and administration of training programs (Task A3). Analysis and Reporting "Evaluate receptiveness of training "Compile data on characteristic of people by training status with NCOD "Statistical analysis of collected data with NCOD "Assess return on investment by comparing dollars spent to increments in performance indicators The consultant will exploit existing data already collected by the OPM to discern how receptive and satisfied participants are with the training and what they learn from it (Task B1). Similarly, the consultant will analyze existing data on who participates in training (Task B2). The most central task in the project is to develop statistical models that relate all available data on training and participation in training to VA system performance metrics (Task B3). This in turn will allow NCOD to assess ROI from training efforts (Task B4). Deliverables "Task A1: The consultant and NCOD staff will prepare a report assessing the state of data on training and performance. "Task A2: The consultant will train NCOD in the interpretation of statistical models that they can use in their ongoing system improvement efforts. "Task A3: The consultant and NCOD staff will develop an action plan that NCOD will present to the VA Deputy Secretary that proposes a model for the collecting and exploiting of data and models on training and performance. "Task B1: The consultant will prepare a standard set of analyses to exploit existing VA data about training and prepare a report on the results that will be updated periodically. "Task B2: The consultant will prepare a standard set of analyses to exploit existing VA data about who participates in training and prepare a report on the results that will be updated periodically. "Task B3: The consultant will develop statistical models and data summaries, and report on same, that related employee characteristics and to performance metrics. "Task B4: The consultant will develop analyses of the cost of training and changes in performance metrics to determine the return on investment for the VA training program. Timeline "Task A1: This will be done within the first three months, and revisited annually. "Task A2: This work will commence at the six month mark will be performed as needed. "Task A3: This work will be completed in the first six months of the project. "Task B1: This work will be completed in the first three months and updated annually. "Task B2: This work will be completed in the first three months and updated annually. "Task B3: This work will be carried out through the course of the project. Performance metrics to be focused on will be decided quarterly (beginning in the first quarter) by the consultant and NCOD staff. Statistical models and standard reports for the selected metrics will be developed in the following quarter. Thus, new models and standard reports will become available at the 6 month mark and subsequently every 3 months. "Task B4: This work will commence at the 9 month mark and will continue throughout the grant period. In addition to the deliverables specified above, the Contractor is also required to provide the Task Order Project Manager (TOPM) with written progress reports (original plus one copy). The TOPM is required to provide quarterly progress reports to the Contracting Officer by the fifth workday of the new calendar month. The progress report will cover all work completed during the preceding month and will present the work to be accomplished during the subsequent month. The report must identify any problems, which arose, and a statement explaining how the problem was resolved. This report must also identify any problems, which have arisen but have not been resolved. This report will be the basis for the Contracting Officer's authorization of payment of invoices. If for any reason a deliverable cannot be delivered as scheduled, the contractor is required to submit a request for a time extension to the Contracting Officer. This request will cite the reasons for the delay, the impact on the overall project, and the impact on the cost of the project. The Contracting Officer will consider each request on the basis of its merits and will, if appropriate, issue a modification to the task order. The contractor is required to proceed as originally scheduled until such a modification is issued. At the end of the conclusion of the service, the Director of the National Center for Organization Development will review the overall outcomes of the consultation by having discussions/receiving feedback from the host sites and by tracking development in the organization. Interested Offerors must be registered in the Central Contractor Registration (CCR) database to be considered for Award. In addition, all before award offerors must also have a completed, Offeror Representations and Certifications Application (ORCA) as per FAR provision 52.212-3. ***Responses will be due on 9/29/2010 2:00PM EST.*** It is anticipated that award will be made on or before September 30, 2010. Contract will be effective on October 1, 2010. Responses received will be evaluated however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.
