- The Internal Revenue Service Office of Procurement intends to award a Sole Source contract for Java Immersion Training services to ProTech Professional Technical Services. Currently, the Assistant Chief Information Officer/Application Development (ACIO/AD) has embarked, at the direction of the Chief Technology Officer (CTO), on an effort to make Java the programming language of choice for all new starts and for major conversions, where appropriate, for legacy systems. To facilitate this new programming approach, AD needs to build up a core of Java expertise and know that has followed industry approaches for increasing the Java capability. This action will result in a Firm-Fixed Price contract for a 12 month period of performance form October 4, 2010 through September 30, 2011. This requirement is under FAR part 12.201 Commercial items. This JAVA Immersion training will support the following Goals and Objectives of the IRS Strategic Plan. Goal 1- Improve service to make voluntary compliance easier Objective: Incorporate taxpayer perspectives to improve all service interactions strategies. Students will learn, through hands-on practice, the key object technology concepts together with the current trends, tools, and techniques to support developing Java applications. Provide taxpayers with targeted, timely guidance and outreach strategies. Strengthen partnerships with tax practitioners, tax preparers and other third parties in order to ensure effective tax administration Goal 2--Invest for high performance Objective: To make the IRS a better place to work in government, by building and deploy advanced information technology systems, processes, and tools to improve IRS efficiency and productivity. Use data and research across the organization to make informed decisions and allocate resources and to ensure the privacy and security of data and safety and security of employees.
