- RECOVERY. THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY. This project is funded through the American Recovery and Reinvestment Act of 2009. The U. S. Department of Agriculture, Agricultural Research Service, intends to award a firm fixed priced task order to STV Architects, Inc., under contract AG-3K15-C-08-0007 for architectural and engineering (A-E) services. The task order is to provide construction phase architect engineering services and commissioning during the installation of the emergency generator system at the Beneficial Insects Introduction Research Unit in Newark, Delaware. This task order will be issued under an existing indefinite quantity contract for A-E Services. The contract was competed in accordance with the Brooks Act and FAR 36.6 Architectural and Engineering (A-E) services. The selection of STV Architects, Inc. was based upon criteria which included the following: overall technical expertise, specialized technical knowledge, specialized knowledge of the location where the work will be performed, and an internal analysis of costs.
