Description
STATEMENT OF WORKFOR LOGGING, PERFORATION AND WIRELINE SERVICESBACKGROUNDThe Rocky Mountain Oilfield Testing Center (RMOTC) at the Naval Petroleum Reserve #3, 35 miles north of Casper WY has the following requirement: Furnish all labor, material, transportation, mileage and all services charges for logging, perforating and wireline services for a minimum of 8 wells. 1.0 Statement of Work for Logging, Perforating, and Wireline Services 1.1 The service will consist of logging and perforating a series of up to 8 wells over the next 2 months. All wells will be cemented back to a depth of less than 900 BGL prior to logging and perforating them. A basic description and planned procedure for the 8 wells are described below, and consist of running CCL and gamma logs from PBTD to surface, log interpretation to verify collar locations, and perforation depths, making up to 3, 4 spf perforation runs per well: 1.241-1-STX-2 (2522645); 7, 20#/ft, K-55 to 964.9 Load the hole, RIH for CCL and gamma log. Evaluate log for Shannon perforation intervals. RIH to lower perforating depth and perforate. POH, switch out guns, RIH to upper perforating depth and perforate. Planned perforation depths for upper Shannon 787-800, lower Shannon 873-880. May be altered based on gamma and CCL log. 1.364-STX-3 (2510928); 9 5/8, 32.3#/ft, H-40 to 519.01 Load the hole, RIH for CCL and gamma log. Evaluate log for Shannon perforation intervals. RIH to lower perforating depth and perforate. POH, switch out guns, RIH to upper perforating depth and perforate. Planned perforation depths for upper Shannon 351-370, lower Shannon 435-443. May be altered based on gamma and CCL log. 1.447-1-StX-11 (2522804); 7, 20#/ft, K-55 to 789.5Load the hole, RIH for CCL and gamma log. Evaluate log for Shannon perforation intervals. May be altered based on gamma and CCL log 1.966-ShX-14 (2522638) 5 1/2, 15.5#/ft, J-55 to 820 Load the hole, RIH for CCL and gamma log. Evaluate log for Shannon perforation intervals. RIH to lower perforating depth and perforate. POH, switch out guns, RIH to upper perforating depth and perforate. Planned perforation depths for upper Shannon 714 to 721, lower Shannon 788 to 792. May be altered based on gamma and CCL log. 2.0 REQUIREMENTS 2.1The wells should be full of clean, fresh Tensleep or Madison water, after the cement plugback of the original, deeper open-hole shale completion. No acids should be present, and H2S gas is rarely encountered in shale wells, as the shale production is sweet oil and gas. However, there is potential to encounter some H2S gas after perforating the Shannon Formation, if the particular well is in the former Steam Flood pattern areas. The Shannon did become sour at some wells in the steam flood patterns. The only well in the first group of four recompletion candidate wells that has potential for H2S is the 64-StX-3. It is located on the south edge of the former SG-5 steam flood pattern. The Cased hole/Perforating Contractor should utilize a packoff/lubricator connected to a companion flange on the wellhead for well control during perforating, to prevented uncontrolled release of Shannon oil or gas. RMOTC and the contractor should have their H2S meters on site to check the general location and the well for the presence of H2S prior to rig-up, and after perforating the Shannon sand. The RMOTC Safety Dept. should have several Air Paks available (Air mask/air supply backpack) that should be on location upwind, prior to rig-up of the Cased hole/Perforating Contractor. If a high H2S concentration is encountered after perforating the Shannon, the well will be shut-in, flagged off, and warning signs will be posted. 2.2RMOTC will recomplete two groups of 4 wells in October and November/2010, respectively. 2.3RMOTC requires six copies of the cased hole logs (two for the WOGCC), and two copies of the service field ticket. 2.4Cased hole logging intervals: the full length of the casing from surface to plugback depth. (approx. 900 for 34-1-ShX-14, which has 7, 20# casing set at 914). Note: If a casing scraper has not been run after cement plugback, prior to cased hole logging, the loggers should run a gauge ring prior to deploying their cased hole logging tools, to checkfor stray cement stringers 2.5It has been determined that each well outlined in this specification, will take approximately 2 ? hours to complete. We are anticipating that all 8 wells can be completed with 2 trips to our location. SAFETY2.1The contractor shall obtain permits when required. In addition, the Contractor will issue all reports needed for Government for the removal of non-hazardous liquids.2.2Performance of the work and/or services included in the SOW will be conducted under the direction of the DOE RMOTC Contracting Officer and/or his/her designee. At no time shall the Contractor perform work and/or services outside of the scope of the SOW without agreed-to modifications by the authorized representatives of both parties. Performance of any work and/or services without proper authorization is at the sole risk of the Contractor, up to and including non-reimbursement for work and/or services performed.2.3Contractor sign-in, safety orientation, issue safety cards. 2.4Contractor shall obtain and comply with all federal, state and local regulations and permits. Contractor shall obtain permits from Government when necessary to complete work.2.5Pre-job Safety meeting with the Contractors personnel, and RMOTC personnel (Safety Staff, and other Field personnel), to discuss safety and review the proposed work. Note: poor weather conditions can create slick roads and poor visibility, resulting in very hazardous conditions at the site. 2.6 Tailgate safety meeting at the location to be conducted with the Contractor and RMOTC Safety and Field personnel that will be involved in the work at the same location. Discuss safety as related to survey work. Perform a joint walk around the location for obstacles, safety hazards, and soft soil conditions. 3.0Special Safety Notice 3.1All Cased Hole Logging and Perforating contractors must provide a copy of their License from the Bureau of Alcohol, Tobacco, and Firearms, in addition to their internal SOPs, for handling, arming and safely firing Jet shot perforating guns, and associated jet propellant charges such as those used to cutoff tubing or casing, or set bridge plugs or packers on conductor line. Prior to rig-up of the Logging/Perforating contractor on location, RMOTC and the Contractor will conduct a detailed joint JSA covering both parties SOPs on logging/conductor line operations & Explosives Handling related to the perforating guns and the arming of these guns. All general explosive safety guidelines will be followed at the work site and within ? mile, such as proper grounding, radio silence, cell phones OFF, WiFi laptop function disabled, all cathodic protection in the well bore area disabled, any potential static sources grounded, Etc. Warning signs for explosives operations will be po sted on all access roads to the well location/work site. Access in/out of the ? mile surrounding area should be limited to designated RMOTC/Contractor personnel during the arming of the perforating guns and the subsequent down hole perforating operations to follow. REMEMBER: although the unarmed perforating guns can be safely loaded at the contractor shop, transported to location, and unloaded (carefully), they become high explosives when armed, which can be potentially lethal. Only designated RMOTC representatives should be on location during the arming and down hole perforating operations. These personnel should either be in the Cased Hole Logging Truck, or at the appropriate standoff distance recommended by the Cased Hole Logging/Perforating contractors operator, behind the logging truck or service rig.
