- ScheduALL Training Requirement Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The Internal Revenue Service (IRS) intends to solicit and award a contract for the purchase of ScheduALL Implementation and User Training. This training is function-based and directed more to business roles. Implementation is the build and configuration of specific clients needs as apart of training. System Administration Training is module-based and may involve configurations and setups. ScheduALL highly recommends training be accomplished in a test environment prior to any deployment of configurations changes or additional developments to the live production environment. ScheduALL is a Brand name specific Commercial of-the-shelf (COTS) product. The Government intends to award one (1) Firm Fixed Price Contract. This notice of intent constitutes the only solicitation for this requirement; quotes are being requested and a written request for quote (RFQ) will not be issued. Contractors interested in this requirement should submit clear and convincing evidence that they can meet the Government’s requirement. The solicitation number is TIRNO-10-Q-00396 and is issued as a request for quote (RFQ), unless otherwise indicated herein. The solicitation documents and incorporated provisions and clauses are in effect through FAC 2005-44 are incorporated into this RFQ. The associated North American Industry Classification System (NAICS) code is 541511. The IRS is purchasing the items listed below; a more detailed description is provided in the attached FY2010-2011 Statement of Work. Qty: 1 each 1.)Ongoing Project Management Services 2.)Onsite Workflow and configuration review 3.)Workflow and Business Process Configuration Document 4.)Onsite configuration Setups in Test Environment and UAT 5.)Onsite user Training 6.)Onsite Supervisor Training 7.)Onsite Implementation to Production and UAT 8.)Per vendor contract and Project Agenda – Travel & Expenses for IM and BA. Includes all expenses for flights, hotels, per diem, local transportation. Note: Per quote end user is responsible for vendor travel expenses during implementation and training period and shall not exceed amount on quote. The following clauses are incorporated by reference to contract number TIRNO-10-Q-00396. 1 52.204-7 Central Contractor Registration (APR 2008) As prescribed in 4.1105, use the following clause: (a) Definitions. As used in this clause_ _Central Contractor Registration (CCR) database_ means the primary Government repository for Contractor information required for the conduct of business with the Government. _Data Universal Numbering System (DUNS) number_ means the 9-digit number assigned by Dun and Bradstreet, Inc. (D&B) to identify unique business entities. _Data Universal Numbering System +4 (DUNS+4) number_ means the DUNS number assigned by D&B plus a 4-character suffix that may be assigned by a business concern. (D&B has no affiliation with this 4-character suffix.) This 4-character suffix may be assigned at the discretion of the business concern to establish additional CCR records for identifying alternative Electronic Funds Transfer (EFT) accounts (see the FAR at Subpart 32.11) for the same concern. _Registered in the CCR database_ means that_ (1) The Contractor has entered all mandatory information, including the DUNS number or the DUNS+4 number, into the CCR database; and (2) The Government has validated all mandatory data fields, to include validation of the Taxpayer Identification Number (TIN) with the Internal Revenue Service (IRS), and has marked the record _Active_. The Contractor will be required to provide consent for TIN validation to the Government as a part of the CCR registration process. (b)(1) By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation. (2) The offeror shall enter, in the block with its name and address on the cover page of its offer, the annotation _DUNS_ or _DUNS +4_ followed by the DUNS or DUNS +4 number that identifies the offeror's name and address exactly as stated in the offer. The DUNS number will be used by the Contracting Officer to verify that the offeror is registered in the CCR database. (c) If the offeror does not have a DUNS number, it should contact Dun and Bradstreet directly to obtain one. (1) An offeror may obtain a DUNS number_ (i) Via the Internet at http://fedgov.dnb.com/webform or if the offeror does not have internet access, it may call Dun and Bradstreet at 1-866-705-5711 if located within the United States; or (ii) If located outside the United States, by contacting the local Dun and Bradstreet office. The offeror should indicate that it is an offeror for a U.S. Government contract when contacting the local Dun and Bradstreet office. (2) The offeror should be prepared to provide the following information: (i) Company legal business. (ii) Tradestyle, doing business, or other name by which your entity is commonly recognized. (iii) Company Physical Street Address, City, State, and ZIP Code. (iv) Company Mailing Address, City, State and ZIP Code (if separate from physical). (v) Company Telephone Number. (vi) Date the company was started. (vii) Number of employees at your location. (viii) Chief executive officer/key manager. (ix) Line of business (industry). (x) Company Headquarters name and address (reporting relationship within your entity). (d) If the Offeror does not become registered in the CCR database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered Offeror. (e) Processing time, which normally takes 48 hours, should be taken into consideration when registering. Offerors who are not registered should consider applying for registration immediately upon receipt of this solicitation. (f) The Contractor is responsible for the accuracy and completeness of the data within the CCR database, and for any liability resulting from the Government’s reliance on inaccurate or incomplete data. To remain registered in the CCR database after the initial registration, the Contractor is required to review and update on an annual basis from the date of initial registration or subsequent updates its information in the CCR database to ensure it is current, accurate and complete. Updating information in the CCR does not alter the terms and conditions of this contract and is not a substitute for a properly executed contractual document. (g) (1) (i) If a Contractor has legally changed its business name, _doing business as_ name, or division name (whichever is shown on the contract), or has transferred the assets used in performing the contract, but has not completed the necessary requirements regarding novation and change-of-name agreements in Subpart 42.12, the Contractor shall provide the responsible Contracting Officer a minimum of one business day’s written notification of its intention to (A) change the name in the CCR database; (B) comply with the requirements of Subpart 42.12 of the FAR; and (C) agree in writing to the timeline and procedures specified by the responsible Contracting Officer. The Contractor must provide with the notification sufficient documentation to support the legally changed name. (ii) If the Contractor fails to comply with the requirements of paragraph (g)(1)(i) of this clause, or fails to perform the agreement at paragraph (g)(1)(i)(C) of this clause, and, in the absence of a properly executed novation or change-of-name agreement, the CCR information that shows the Contractor to be other than the Contractor indicated in the contract will be considered to be incorrect information within the meaning of the _Suspension of Payment_ paragraph of the electronic funds transfer (EFT) clause of this contract. (2) The Contractor shall not change the name or address for EFT payments or manual payments, as appropriate, in the CCR record to reflect an assignee for the purpose of assignment of claims (see FAR Subpart 32.8, Assignment of Claims). Assignees shall be separately registered in the CCR database. Information provided to the Contractor’s CCR record that indicates payments, including those made by EFT, to an ultimate recipient other than that Contractor will be considered to be incorrect information within the meaning of the _Suspension of payment_ paragraph of the EFT clause of this contract. (h) Offerors and Contractors may obtain information on registration and annual confirmation requirements via the internet at http://www.ccr.gov or by calling 1-888-227-2423, or 269-961-5757. (End of clause) 2 IR1052.239-9008 Section 508 - Information, Documentation, and Support (Sep 2006) In accordance with 36 CFR 1194, Subpart D, the electronic information technology (EIT) products and product support services furnished in performance of this contract shall be documented to indicate the current conformance level with Section 508 of the Rehabilitation Act of 1973, per the 1998 Amendments, and the Architectural and Transportation Barriers Compliance Board’s Electronic and Information Technology Accessibility Standards. At no time during the performance of the award shall the level of conformance go below the level of conformance in place at the time of award. At no additional cost, the contractor shall provide information, documentation, and support relative to the supplies and services as described in Section J, Attachment The contractor shall maintain this detailed listing of compliant products for the full contract term, including forms of extensions, and shall ensure that it is current within five calendar days after award and within three calendar days of changes in products being utilized as follows: (a)Product support documentation provided to end-users shall be made available in alternate formats upon request, at no additional charge. (b)End-users shall have access to a description of the accessibility and compatibility features of products in alternate formats or alternate methods upon request, at no additional charge. (c)Support services for products shall accommodate the communication needs of end-users with disabilities. [End of clause] 3 IR1052.239-9009 Section 508 Conformance (Sep 2006) Each electronic and information technology (EIT) product and/or product-related service delivered under the terms of this contract, at a minimum, shall conform to applicable EIT accessibility standards at 36 CFR 1194 at the level of conformance specified in Section J, Attachment. The following technical standards have been determined to be applicable to this contract: _X__1194.21, Software applications and operating systems. The following functional performance criteria (36 CFR 1194.31) apply to this contract. _X_(a) At least one mode of operation and information retrieval that does not require user vision shall be provided, or support for assistive technology used by people who are blind or visually impaired shall be provided. _X_(b) At least one mode of operation and information retrieval that does not require visual acuity greater than 20/70 shall be provided in audio and enlarged print output working together or independently, or support for assistive technology used by people who are visually impaired shall be provided. _X_(c) At least one mode of operation and information retrieval that does not require user hearing shall be provided, or support for assistive technology used by people who are deaf or hard of hearing shall be provided. _X_ (d) Where audio information is important for the use of a product, at least one mode of operation and information retrieval shall be provided in an enhanced auditory fashion, or support for assistive hearing devices shall be provided. _X_(e) At least one mode of operation and information retrieval that does not require user speech shall be provided, or support for assistive technology used by people with disabilities shall be provided. _X_ (f) At least one mode of operation and information retrieval that does not require fine motor control or simultaneous actions and that is operable with limited reach and strength shall be provided. [End of clause] 4 IR1052.239-9010 Section 508 Services (Sep 2006) All contracts, solicitations, purchase orders, delivery orders and interagency agreements that contain a requirement for services which will result in the delivery of a new or updated electronic and information technology (EIT) item/product must conform to the applicable provisions of the appropriate technical standards in 36 CFR 1194, Subpart B, and the functional performance criteria in 36 CFR 1194.31, Subpart C, unless an agency exception to this requirement exists. [End of clause] All resellers/manufacturers that can perform the equivalent function/services should submit a written quotation which includes any applicable discounts; along with the requested information provided in the RFQ on September 27, 2010 before 10:00 a.m. The vendor shall be selected based on the lowest price technically acceptable quote. All quotes shall include: Price(s), FOB Point of Contact (name and telephone number), contract number if applicable, delivery date, business size, payment terms, Taxpayer Identification Number and Dun & Bradstreet number. All products/services must be in compliance with Section 508 of the Rehabilitation Act, and anyone desiring to do business with the federal government must be registered in Central Contractor Registration (CCR) www.ccr.gov. All RFQ questions must be submitted to me, in writing, via e-mail. Further information on this RFQ will not be supplied by telephone. In order to allow the government adequate time to respond, please submit your questions no later than 12:00 p.m. on September 24, 2010. The IRS can only guarantee responses to questions submitted prior to this date and time. While we will make an effort to respond to late questions, we cannot guarantee responses after September 24, 2010.
