- Letter of Intent for Brand Name Procurement: Using a Justification and Authority It is the intent of the National Regional Capital Contracting Command (NCRCC) to issue a Firm Fixed Price Purchase Order award for XRAY and AACT equipment. The following is the equipment to be procured: XRAY Package and includes: XRY Software license 12 month license, SIM ID cloner software, 10 SIM id cloner cards. XRY Hardware kit: XRY Communication unit, SIM reader, XRY Connection cable, XRY safe key and counter, Installation CD, Power Adapter, XRY Hardware cable-kit, 12 months free support by phone, fax or e-mail, 12 months software maintenance and software upgrades. New XRY cables released during the license period are included in the license fee. The XACT package includes: Case, Cables, Memory card reader write protected, Communication unit, Software with 12 month maintenance, Free cables during valid license period, Physical dump of phones, Decode even deleted data of phones, Export to XRY reader word, excel etc, Any license personnel should have access to the license key using any computer in the Forensics section. The reason for this Brand Name Sole-Source procurement is based on; Only One Responsible Source, FAR 11.105(a) (1) Items Peculiar to One Manufacturer, FAR 16.505(b) (2) (ii) Exceptions to Fair Opportunity. In accordance with FAR 11.105(a) (1), the particular brand name product is essential to the Governments requirements. We are required to X-ray effects of deceased combatants. The XRAY and AACT equipment has been used extensively for the last 4 years, and we are very proud of the dependability and durability of this equipment. Similar brands to the XRAY and AACT have been examined by this organization since 2002. However, competitive brands lack particular features and their resolution does not meet the requirement of this organizations. This particular brand has met our requirements in the past and changing them at this point could lead to operation delay and undo scrutiny in performing our mission which is mandated to be 100% perfection in X-raying all Personal Effects of combatants in action, very seriously injured, MEDVAC and wounded in action soldiers, in support of counter surgency operations. We have used this brand for 4 years and switching to another brand at this time would be costly to the government by purchasing a similar brand and accessories. This missions request the brand of XRAY and AACT for the purposes of accountability, identification, verification of condition and documentation. No single criterion is more important as all must be accomplished. This brand has been critical in providing high- quality detection and isolation of individual personal effects to a greater degree than other brands, in the past. Other brands have made it impossible to make a positive identification of any items in question, which needed verification to provide vital information during investigations. Condition of any item has to be recorded to assure its integrity or provide evidence of any pre-existing damage and/or condition.
